Պատերազմի ընթացքում Ադրբեջանի կողմից մարդու իրավունքների խախտման եւ ոչ մի դեպք Freedom House-ը «չի արձանագրել». Աշոտյան

ՀՀԿ փոխնախագահ Արմեն Աշոտյանը ֆեյսբուքյան իր էջում գրել է․

«Այսօր հրապարակվել է Freedom House-ի անցումային երկրների վերաբերյալ Nations in Transit-2021 զեկույցը, որի վերաբերյալ ներկայացնեմ մի քանի կարևոր հետևություններ․

1․ Freedom House-ը բոլոր դեպքերում կողմնակալ կառույց է և սպասարկում է տրանսնացիոնալ լիբերալ շրջանակների շահերը, և սա է պատճառը, որ շատ իրողություններ, 2020թ-ին Հայաստանում տեղի ունեցած արտակարգ միջադեպեր՝ կորոնավիրուսց սկսած, մինչև ռազմական դրության խնդիրները, հստակ չեն արձանագրել։ Զեկույցի հեղինակները «չեն նկատել» խոսքի ազատության սահմանափակումները, ընդդիմության առաջնորդների ձերբակալություններն ու հետապնդումները, և այս իմաստով շարունակում են սապասարկել իրենց սիրելի իշխանություններին։

2․ Ամեն դեպքում Հայաստանում ժողովրդավարության հետ կապված խնդիրներն այնքան ակնհայտ են, որ նույնիսկ Freedom House-ը ինչ-որ ձևով դրանց անդրադարձել է և գրել է, որ առաջին անգամ 2018թ-ից հետո Հայաստանը հետընթաց է ապրում ժողովրդավարության տեսակետից։

3․ Անգամ 2018թ-ից հետո այդքան գովազդված իբրև թե «ժողովրդավարական հեղափոխությունից» հետո Հայաստանը մնում է Semi-Consolidated Authoritarian Regime, մինչդեռ օրինակ Ուկրաինան, Վրաստանն ու Մոլդովան ներառված են Transitional/Hybrid Regime-ի երկրների շարքում։

4․ Թեպետ Ադրբեջանը էլ ավելի է վատթարացրել ժողովրդավարության իր ցուցանիշները, բայց այս հետազոտությունը ևս մեկ անգամ գալիս է ապացուցելու, որ ժամանակակից աշխարհում սեփական ազգային շահերը պաշտպանելու համար ժողովրդավարությունը բացարձակ կապ չունի real politic-ի հետ(չմոռանանք, որ ՀՀ ներկայիս իշխանությունները ժողովրդավարությունը հռչակել էին որպես արտաքին քաղաքականության այցեքարտ)։

5. Պատահական չէ, որ 44-օրյա պատերազմի ընթացքում այդպես էլ որևէ մեկը Ադրբեջանին պատժի չենթարկեց, սանկցիաներ չկիրառեց, իսկ հետպատերազմյան ընթացքում առաջնորդվում են հաղթողը վերցնում է ամեն ինչ (winner takes all) սկզբունքով։ Ավելին, 44-օրյա պատերազմի ընթացքում Ադրբեջանի կողմից մարդու իրավունքների աղաղակող խախտման եւ ոչ մի դեպք Freedom House-ը «չի արձանագրվել»։

Սա է պետք իմանալ գլոբալ քաղաքականության, Հայաստանում այսպես կոչված «ժողովրդավարության» և ժամանակակից աշխարհում այդ «ժողովրդավարության» դերի մասին ։

Դասականը կասեր. Freedom House-ի զեկույցը չարժի այն թուղթը, որի վրա գրված է»։
