Մաս 11. Խաչիկ Ասրյանի՝ Ռազմական և Սոցիալական Հայաստան կառուցելու Ազգային Ծրագրի գլխավոր դրույթները

Հերոս Հայ ժողովրդի աջակցությամբ և մասնակցությամբ Հայաստանում իշխանության գալով՝ «ՀԱՅՈՑ ԱՐԾԻՎՆԵՐ. ՄԻԱՍՆԱԿԱՆ ՀԱՅԱՍՏԱՆ» կուսակցությունն առաջիկա մեկ տարվա ընթացքում սկսելու և իրականացնելու է նաև.
ա) Սահմանադրական հանրաքվե. Հայաստանի կառավարման համակարգը դարձնել նախագահական, փոխել դատաիրավական համակարգը՝ Հայաստանում հաստատելով օրենքի դիկտատուրա:
բ) 1988 թվականի դեկտեմբերի 7-ին Հայաստանում տեղի ունեցած երկրաշարժի պատճառով անտուն մնացած բոլոր ընտանիքներին բնակարաններով ապահովելու գործընթաց:
գ) Քսաներորդ դարավերջի արցախյան հերոսամարտի սկզբից մինչև այսօր Հայաստանի Հանրապետության և Արցախի Հանրապետության սահմանները պաշտպանած և նահատակված բոլոր հայորդիների ընտանիքներին՝ Հայաստանի Հանրապետության Կառավարության կողմից յուրաքանչյուր ամիս տրվող դրամական աջակցությունը դարձնել ցմահ և յուրաքանչյուր հինգ տարվա ընթացքում դրամական աջակցությունն ավելացնել, ինչպես նաև քսաներորդ դարավերջի արցախյան հերոսամարտի սկզբից մինչև այսօր Հայաստանի Հանրապետության և Արցախի Հանրապետության սահմանները պաշտպանած և հաշմանդամ դարձած բոլոր հայորդիների՝ Հայաստանի Հանրապետության կառավարության կողմից յուրաքանչյուր ամիս տրվող դրամական աջակցությունը դարձնել ցմահ և յուրաքանչյուր հինգ տարվա ընթացքում դրամական աջակցությունն ավելացնել։
դ) Հայաստանում Ամերիկայի Միացյալ Նահանգների Պաշտպանության Նախարարության ենթակայության տակ գտնվող բոլոր բիոլաբորատորիաների փակում և ոչնչացում:
ե) Հայաստանի Հանրապետությունը պարտավորվում է անհրաժեշտ միջոցներ ստեղծել և պայմաններ ապահովել Հայաստանում բնակվող ազգային փոքրամասնությունների լեզվի, մշակույթի, ազգային և կրոնական սովորույթների պահպանման և զարգացման համար, ստեղծել այնպիսի միջավայր, որը կնպաստի Հայաստանում բնակվող ազգային փոքրամասնությունների ինքնության պահպանմանը, և իրենց՝ որպես Հայաստանի հասարակության լիարժեք անդամ ինքնադրսևորվելու հնարավորության ապահովմանը:
զ) Հայաստանի Հանրապետության գործող Կառավարության կառուցվածքում՝ հետևյալ փոփոխությունները.
Ստեղծել նոր նախարարություններ և Հայաստանի Հանրապետության Կառավարության կազմում պետական կոմիտեներ՝
Ռազմարդյունաբերության նախարարություն
Գյուղատնտեսության նախարարություն
Բնապահպանության նախարարություն
Ընդերքի և ջրային ռեսուրսների նախարարություն
