ՀՀ արդարադատության փոխնախարարը ՀԿ-ների ներկայացուցիչների հետ քննարկել է երթևեկության անվտանգության ապահովման հարցեր

ՀՀ արդարադատության նախարարի տեղակալ Արման Թաթոյանը դեկտեմբերի 16-ին ընդունել է «Հայաստանի ուղևորափոխադրումների կազմակերպում», «Անհատ տաքսիների վարորդների իրավունքների պաշտպանության կենտրոն», «Աջակցություն տաքսի սերվիզներին», «Հայաստանի փոխադրողների միություն» և «Ավտովարորդների պաշտպանության լիգա» հասարակական կազմակերպությունների ներկայացուցիչներին:
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ արդարադատության նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի վարչությունից, հանդիպման ընթացքում հասարարակական կազմակերպությունների ներկայացուցիչները բարձրաձայնել են մի շարք մտահոգությունների մասին, որոնք ոչ միայն Արդարադատության նախարարության, այլև մի շարք այլ գերատեսչությունների իրավասության ներքո են եղել: Անդրադառնալով ճանապարհային երթևեկության անվտանգության ապահովման համար ՀՀ կառավարության կողմից առաջարկվող օրենսդրական փաթե թին՝ նրանք մտահոգություն են հայտնել տաքսիների կողմից արգելված վայրերում կայանումների համար տուգանքների, բալային համակարգի ներդրման վերաբերյալ:
Նախարարի տեղակալը ՀԿ-ների ներկայացուցիչների բոլոր մտահոգություններն ու առաջարկությունները քննարկման առարկա դարձնելու պատրաստակամություն է հայտնել և նշել, որ ՀՀ կառավարությունը փորձել է մշակել այնպիսի մեխանիզմներ, որոնք կկարգավորեն ոլորտը, հնարավորինս կբավարարեն վարորդների և բոլոր շահագրգիռ կողմերի պահանջները:
Բալային համակարգին անդրադառնալով՝ նա պարզաբանել է, որ վարորդը մեկ տարվա ընթացքում պետք է 300 հազար դրամի չափով տուգանվի, որպեսզի հավաքի 600 բալ, քանի որ նվազագույն աշխատավարձի մեկ միավորը հաշվարկվում է երկու բալ: Ըստ նրա՝ դա ենթադրում է, որ միջին հաշվարկով վարորդը մեկ տարվա ընթացքում պետք է կատարի գրեթե 120 խախտում: Սակայն, եթե վարորդը պարտաճանաչ կերպով վճարում է սահմանված տուգանքը, ապա նրա այդ խախտման համար սահմանված բալերը կիսով չափ կրճատվում են: Նախարարի տեղակալը հավելել է նաև, որ այս կարգավորմամբ նախատեսվում է կիրառել նախազգուշացմն ինստիտուտը, և այն խախտումների համար, որոնք միտում չեն պարունակում և հանրային վտանգավորություն չունեն, տուգանք չի նախատեսվում: Ավելին՝ կան խախտումներ, որոնք, եթե տեղում վերացվեն, ապա դրանց համար նույնպես տուգանք չի նախատեսվի:
Հանդիպման ավարտին նախարարի տեղակալը հավաստիացրել է, որ առկա մտահոգություններն ու առաջարկությունները կներկայացվեն ՀՀ արդարադատության նախարարին, ինչպես նաև՝ նախագծերի մշակման աշխատանքային խմբին և լրացուցիչ կքննարկվեն:
