Պատերազմն ու դրան հետևած գործընթացները՝ պարտության և ողբերգության ողջ պատասխանատվությունը բանակի, հրամանատարության, զինվորականների, պահեստազորայինների և կամավորականների վրա բարդելը, իշխանության համար երկու հիմնական նպատակ ուներ՝ ազատել քաղաքական վերնախավին թիվ մեկ մեղավոր և պատասխանատու լինելու դերից ու արտահերթ ընտրությունների միջոցով ապահովել իշխանության վերարտադրությունը:

Զինվորականին, բանակը վարկաբեկելու գործընթացը, որը սկիզբ առավ 2018 թվականին, արդեն երկու տրանսֆորմացիոն պրոցեսի է ենթարկել և իշխանությունը՝ օրվա իրողությունների և պահանջների համահունչ անընդհատ նոր՝ խորը փորձությունների է ենթարկում:

Անվտանգության համակարգն իր բոլոր բաղադրիչներով մեկ օրում չէ կառուցվել և բնական է, որ ներքին դիմադրությունն այս ողջ ընթացքում մշտապես եղել է, սակայն պատերազմն արագացրեց գործընթացները և համակարգի իմունիտետի լուրջ խնդիր կա:

Ինչ բանակ էլ հետագայում կառուցենք, վերափոխենք կամ բարեփոխենք՝ հիմքում պրոֆեսիոնալ զինվորականներն են լինելու, իսկ բանակի դեմ հարձակումների հետևանքները դեռ երկար են իրենց բացասական ազդեցությունը թողնելու նոր համակարգի կառուցման վրա:

Սպաները բանակի ողնաշարն են և որոշ բացառություններ մի կողմ դնելով, պետք է արձանագրել, որ օրվա ծանր իրողությունների պայմաններում էլ նրանք շարունակում են բավականին ծանր պայմաններում ծառայություն կրել:

Երբ խոսում ենք սահմանային ենթակառուցվածքների բացակայության կամ ոչ բավարար մակարդակի, կենցաղի, սպառազինության և մնացած խնդիրների մասին, միշտ պետք է հիշել, որ նույնիսկ այս պայմաններում, ավելի բարդ պայմաններում, մեր զինվորականներն իրենց բարձր առաքելությունը շարունակում են կատարել:
