«Ժողովուրդ» թերթը գրում է. «ՀՀ դատական ակտերի հարկադիր կատարման ծառայությունը հազարավոր քաղաքացիների միջոցների վրա անօրինական կալանքներ է դնում եւ նրանցից գումարներ բռնագանձում: ԴԱՀԿ-ն այդ բռնագանձումներն իրականացնում է Երեւանի քաղաքապետարանի մի գրության հիման վրա, այսպես կոչված, «կարմիր գծերի» հատվածում ավտոմեքենան կայանելու եւ վճարում չկատարելու համար: Ինչպես հայտնի է՝ «կարմիր գծերի» տարածքում անվճար թույլատրվում է ավտոմեքենա կայանել մինչեւ 15 րոպե: Իսկ դրանից ավել կայանելու դեպքում ավտոմեքենայի սեփականատերը ենթարկվում է 5 հազար դրամ վարչական տույժի:
«Ժողովուրդ»-ի տրամադրության տակ եղած փաստերն ապացուցում են, որ նշված 5 հազար դրամ գումարը չվճարելու դեպքում քաղաքապետարանի գրության հիման վրա ԴԱՀԿ-ն ավտոմեքենաների սեփականատերերի նկատմամբ կատարողական վարույթներ է հարուցում` նրանցից պահանջելով վճարել 7 հազար 500 դրամ:
«Ժողովուրդ»-ի հարցմանն ի պատասխան՝ ԴԱՀԿ-ից հայտնեցին, որ առանց դատարանի ուժի մեջ մտած վճռի, իրենք կատարողական վարույթները հարուցում են «Վարչարարության հիմունքների եւ վարչական վարույթի մասին» ՀՀ օրենքի 88-րդ հոդվածի հիման վրա: Իսկ ի՞նչ է գրված այնտեղ. նշված հոդվածի 1-ին կետում սեւով սպիտակի վրա գրված է. «Հանրային իրավական դրամական պահանջները ենթակա են հարկադիր կատարման ՀՀ վարչական դատավարության օրենսգրքով սահմանված կարգով՝ օրինական ուժի մեջ մտած վճռով տրված կատարողական թերթի հիման վրա…»: Այսինքն՝ առանց դատարանի վճռի ոչ ոք չի կարող մարդուց գումար բռնագանձել:
Ուստի մենք կարող ենք արձանագրել, որ ԴԱՀԿ պետ Միհրան Պողոսյանը փաստացի իր պաշտոնեական դիրքը չարաշահում է եւ քաղաքապետարանի «պասով» եկամուտ է ապահովում իր անվան հետ կապվող «Սեքյուրիթի դրիմ» ընկերությանը: Առանց դատարանի օրինական ուժի մեջ մտած վճռի արգելանք է դնում մարդկանց հաշիվների վրա: Ահա կոռուպցիայի դասական օրինակ»:
