«Ժողովուրդ» օրաթերթը գրում է. «Կոռուպցիայի դեմ անհաշտ պայքարի մասին մշտապես խոսող հեղափոխական իշխանությունների օրոք առողջապահության նախկին նախարար, այժմ կառավարության աշխատակազմի ղեկավար Արսեն Թորոսյանը դրսեւորում է ճիշտ այնպիսի վարք, ինչը քննադատում էր նախկինում եւ մինչ օրս: Նախկիններին բյուջեի թալանի մեջ մեղադրող Արսեն Թորոսյանն իր կնոջը պատկանող «Միբս» բժշկական կենտրոնը դարձրել է արտոնյալ կենտրոն: Թե ինչպես, բացատրենք. բանն այն է, որ նույն «Միբս» բժշկական կենտրոնը, որը 2017 թվականին պետպատվերի գումար ընդհանրապես չի ստացել, հեղափոխությունից հետո դարձել է պետբյուջեից ամենաշատ գումարներ ստացող կենտրոններից մեկը:

ՀՀ առողջապահության նախարարությունից «Ժողովուրդ» օրաթերթը հետաքրքրվել էր, թե 2017, 2018, 2019 եւ 2020 թվականների կտրվածքով որքան գումար է տրամադրվել «Միբս» բժշկական կենտրոնին եւ ինչ հիմնավորմամբ: Ստացել ենք պաշտոնական պատասխան այն մասին, որ 2017 թվականին Արսեն Թորոսյանի կնոջը փաստացի պատկանող բժշկական կենտրոնը 0 դրամ գումար է ստացել, բայց հեղափոխությունից հետո՝ 2018-ին, ստացել է 25.1 մլն դրամ: 2019 թվականին նախարար Արսեն Թորոսյանը իր կնոջը բյուջեից փոխանցել է շեշտակի բարձր թիվ՝ 98.9 մլն դրամ, այսինքն՝ 73.8 մլն դրամով ավելի:

Իսկ, ահա, 2020 թվականին Թորոսյանի կնոջը պատկանող բժշկական կենտրոնը ստացել է 127.6 մլն դրամ, որն էլ 2019 թվականից ավելի է 28.7 մլն դրամով: Որպես հիմնավորում՝ պաշտոնապես նշվում է, թե գումարները փոխանցվել են կատարողականների դիմաց: Բայց ակնհայտ է, որ այստեղ գործում է առաջին հերթին խնամի-ծանոթ-բարեկամ սկզբունքը, որն առաջին օրվանից խոստանում է վերացնել գործող իշխանությունը ու հետեւողականորեն չի անում:

Նրանք մերժում էին նախկին բարքերը, բյուջեի հաշվին հարստացողներին, եւ հիմա ստացվում է, որ զերոյական պետական ֆինանսավորում ունեցող բժշկական կենտրոնը նախարար ամուսնու շնորհիվ սկսել է պահանջարկ վայելել, բժշկական կենտրոն այցելուների թիվը կտրուկ ավելացել է, եւ 2020-ին ստացել 127.6 մլն դրամ»:
