ՀՀ ԱԳՆ մեկնաբանությունը ԵԽ-ի կողմից Ադրբեջանում պահվող հայ գերիների վերաբերյալ բանաձևի ընդունման առնչությամբ
INTERNATIONAL NEWSՀՀ ԱԳՆ-ն մեկնաբանությունը Եվրոպական խորհրդարանի կողմից Ադրբեջանում պահվող հայ գերիների վերաբերյալ բանաձևի ընդունման առնչությամբ.
«Եվրոպական խորհրդարանը մայիսի 20-ին ձայների ճնշող մեծամասնությամբ ընդունել է Ադրբեջանում պահվող հայ գերիների վերաբերյալ բանաձև, որում անդրադարձ է կատարվում նաև ԼՂ հակամարտության և տարածաշրջանային անվտանգության առավել լայն համատեքստին:
Բանաձևում ամրագրված է հստակ պահանջ՝ անհապաղ և անվերապահ ազատ արձակելու բոլոր հայ ռազմագերիներին և քաղաքացիական անձանց, որոնք գերեվարվել են պատերազմի ժամանակ և դրա ավարտից հետո: Հասցեական կոչ է արվում Ադրբեջանի կառավարությանը` տրամադրելու պատանդառության մեջ գտնվող բոլոր անձանց ամբողջական ցուցակը, ինչպես նաև տեղեկատվություն՝ նրանց առողջական վիճակի և գերության մեջ մահացածների մասին:
Միաժամանակ լուրջ մտահոգություն է հայտնվում առ այն, որ համաձայն արժանահավատ զեկույցների՝ հայ ռազմագերիները և պատանդի կարգավիճակում գտնվող անձինք պահվում են նվաստացուցիչ պայմաններում, ենթարկվում անմարդկային վերաբերմունքի և խոշտանգումների, և այս համատեքստում Եվրոպական խորհրդարանը դատապարտում է խոշտանգումների և բռնի անհետացման բոլոր դեպքերը:
Բանաձևում նաև կոչ է արվում ձեռնպահ մնալ թշնամական հռետորաբանությունից կամ իրադրության սրմանն ուղղված գործողություններից և դատապարտելի է համարվում Բաքվում, այսպես կոչված, «ռազմավարի պուրակի» բացումը՝ պնդելով, որ այն պետք է անհապաղ փակվի:
Ընդգծվում է կարիքավորներին մարդասիրական օգնություն հասցնելու և արցախահայության անվտանգությունն ու Արցախի մշակութային ժառանգության պաշտպանությունն ապահովելու անհետաձգելի անհրաժեշտությունը:
Ամրագրվում է նաև ԼՂ հիմնախնդրի կարգավորման անհրաժեշտությունը ԵԱՀԿ Մինսկի խմբի համանախագահության հովանու ներքո և համանախագահների կողմից ներկայացված հիմնարար սկզբունքների, այդ թվում՝ ժողովուրդների իրավահավասարության և ինքնորոշման իրավունքի հիման վրա, որը պետք է ուղղված լինի Արցախի ապագա կարգավիճակի որոշմանը:
ԼՂ հակամարտության, այդ թվում՝ հումանիտար հարցերի վերաբերյալ Եվրոպական խորհրդարանի վերոնշյալ արձանագրումները խիստ կարևոր են: Եվրոպական խորհրդարանն ամրագրել է, որ Ադրբեջանի կողմից հումանիտար իրավունքի խախտումները հավասարազոր են բռնի անհետացմանը: Վերը թվարկված խախտումները հանդիսանում են պատերազմական հանցագործություններ, և Հայաստանը հետամուտ է լինելու այդ հանցագործություններն իրագործողներին միջազգային արդարադատության առջև կանգնեցնելուն:
Եվրոպական խորհրդարանը հստակորեն մատնանշում է, որ մայիսի 12-ին ներթափանցելով Հայաստանի տարածք՝ Ադրբեջանը ոտնահարել է միջազգային իրավունքը և Հայաստանի տարածքային ամբողջականությունը: Այս համատեքստում հատկապես մտահոգիչ են որակվել ադրբեջանական ներկայացուցիչների, ներառյալ՝ նախագահի մակարդակով կատարված հայտարարությունները, որոնցում բարձրացվում են տարածքային պահանջներ և ուժի կիրառման սպառնալիքներ: Ադրբեջանի այս գործողությունները Եվրոպական խորհրդարանը որակում է որպես տարածաշրջանում անվտանգությանն ու կայունությանն ուղղված ջանքերի խաթարում:
Եվրոպական խորհրդարանի այս բանաձևը ևս մեկ անգամ փաստում է, որ ուժի կիրառմամբ հնարավոր չէ կարգավորել ղարաբաղյան հակամարտությունը և Արցախի ժողովրդին զրկել իր անքակտելի իրավունքներից, այդ թվում՝ ինքնորոշման իրավունքից»:
