ՀՀ ՄԻՊ-ը զգուշացնում է որոշ պաշտոնյաների ու հանրային գործիչների
BLOGՈրոշ պաշտոնյաներ ու հանրային գործիչներ վերջին օրերին ՀՀ սահմանների մասին անում են խիստ վտանգավոր հայտարարություններ, խոսում են մեխանիկական մոտեցումներով՝ հղումներ անելով պարզապես ինչ որ քարտեզների կամ ուղղակի օգտագործելով «սահմանազատում» ու «սահմանագծում» բառերը:
Այդ պաշտոնյաներին ու հանրային գործիչներին զգուշացնում եմ՝
ձեր մեխանիկական հայտարարություններն ուղղակիորեն հակասում են ՀՀ ողջ բնակչության ու առաջին հերթին սահմանային բնակիչների իրավունքներին ու օրինական շահերին:
Այդ անպատասխանատու հայտարարությունները թմրեցնում են մեր ժողովրդի զգոնությունը, երկարաժամկետ հեռանկարում վտանգում են մեր երեխաների իրավունքներն ու խաղաղ ապագան:
Ճիշտ սահմանազատումը մարդու իրավունքների կարևոր երաշխիք է, բայց չի կարելի սահմանազատման հարցերին վերաբերվել մեխանիկական մոտեցումներով:
Սահմանազատումն ուղիղ ազդցեցություն ունի մեր սահմանային գյուղերում ու քաղաքներում ապրող մարդկանց իրավունքների (սեփականության, հողագործությամբ ու անասնապահությամբ զբաղվելու, արժանապատիվ, անվտանգ ու խաղաղ ապրելու և այլ իրավունքներ) վրա:
Չպետք է մոռանալ, որ ադրբեջանական բարձրագույն իշխանական մակարդակում Հայաստանն ու հայ ժողովուրդը, ՀՀ քաղաքացին համարվում են թշնամի, իսկ հայատյացությունն ունի պետական հովանավորչություն: Չպետք է մոռանալ, որ ադրբեջանական զինված ծառայողները ընդամենը մի քանի ամիս առաջ խոշտանգում ու գլխատում էին մեր հայրենակիցներին ու դրա համար նրանք ոչ միայն չեն ենթարկվել պատասխանատվության, այլ դա միայն խրախուսվել է:
Չպետք է մոռանալ զինված հարձակումների դադարից հետո Սյունիքում ու Գեղարքունիքում ադրբեջանական զինվորականների կողմից մարդու իրավունքների խախտումների մասին, ինչպես նաև այն մասին, որ որ ադրբեջանական իշխանությունները մինչ օրս հրաժարվում են վերադարձնել մեր գերիներին՝ մարդու իրավունքների միջազգային երաշխիքների կոպիտ խախտումներով:
Պետք է անել ճիշտ հակառակը՝ սահմանազատումը պետք է իրականացնել միայն անվտանգության գոտի ստեղծելուց հետո կամ առնվազն դրան զուգահեռ:
Եվս մեկ անգամ հատուկ ընդգծում եմ, որ առկա պայմաններում Ադրբեջանի հետ միայն սահմանազատումը` առանց անվտանգության գոտու, ոչ միայն չի ապահովելու ՀՀ քաղաքացիների ու հատկապես ՀՀ սահմանային բնակիչների իրավունքները, այլ կդառնա իրավունքների նոր խախտումների ու նոր լարվածության պատճառ, չի ապահովելու խաղաղություն տարածաշրջանում:
