BLOGՀՀ մարդու իրավունքների պաշտպանը 2021թ. հունիսի 5-ին ահազանգ է ստացել այն մասին, որ ադրբեջանական զինված ուժերը կրակահերթ են արձակել ՀՀ Գեղարքունիքի մարզի Կութ գյուղի հովիվի ուղղությամբ, երբ նա գյուղի արոտավայրում արածեցրել է մանր ու խոշոր եղջերավոր կենդանիներ: Այս մասին իր ֆեյսբուքյան էջում գրել է ՀՀ ՄԻՊ Արման Թաթոյանը:
Պաշտպանի աշխատակազմի հրատապ փաստահավաք աշխատանքներով պարզվել է, որ ադրբեջանական զինվորականները կրակահերթ են սկսեկ ցերեկը ժամը 12:30-ից 13-ի սահմաններում այն պահից, երբ կենդանիները մոտեցել են արոտավայրում առկա գետակին և ջուր խմել: Դա նրանց ջուր խմելու մշտական վայրն է: Ընդ որում, հովիվը, ինչպես նաև կենդանիները գտնվել են ՀՀ ինքնիշխան տարածքում, իսկ ադրբեջանական զինված ուժերն այն հատվածում, որ ապօրինի ներխուժել են ՀՀ տարածք:
Կրակահերթը Կութի բնակիչ հովիվի ուղղությամբ տևել է մոտ 30 րոպե: Հովիվը կարողացել է ձիով փախուստի դիմել, սակայն այդ ընթացքում կրակահերթից ձիու ոտքը վնասվել է:
Արդյունքում, ինչպես պարզել է Մարդու իրավունքների պաշտպանի աշխատակազմը, ադրբեջանական զինվորականները գողացել են 80-ից ավելի եղջերավոր կենդանի, իսկ 4-ին կրակահերթով սպանել են:
Կութ գյուղի հովիվի ուղղությամբ հունիսի 5-ին ադրբեջանական զինված ուժերի կրակելու փաստը հաստատել է նաև ՀՀ պաշտպանության նախարարությունը:
Կրակահերթը դադարել է ՀՀ զինված ուժերի պատասխան կրակից հետո: Այս մասին նշել է նաև ՀՀ պաշտպանության նախարարությունը:
Մարդու իրավունքների պաշտպանն արձանագրում է, որ ադրբեջանական զինված ծառայողների այս գործողությունները բացահայտ հանցավոր են: Նրանք, փաստորեն, կրակ են բացում ՀՀ քաղաքացիական բնակչության նկատմամբ` կյանքի իրավունքից, անասնապահությամբ զբաղվելու հնարավորությունից զրկելու դիտավորությամբ: Եվ այս ամենը տեղի է ունենում այն պայմաններում, որ նրանք մայիսի 12-ից սկսած կեղծ քարտեզների վկայակոչմամբ ապօրինաբար ներխուժել են ՀՀ ինքնիշխան տարածք:
Ադրբեջանական զինված ուժերի այս հանցավոր արարքները պետք է դիտարկել միասնական դիտավորության մեջ` հաշվի առնելով այն, որ նրանք նույն արարքները կատարում են նաև ՀՀ Սյունիքի մարզի սահմանային գյուղերի, ինչպես նաև ՀՀ Գեղարքունիքի մարզի այլ գյուղերի բնակիչների` հովիվների նկատմամբ:
Շարունակական փաստահավաք աշխատանքներն ակնհայտ են վկայում, որ ադրբեջանական զինված ուժերի` ՀՀ սահմանային բնակիչների իրավունքները կոպիտ խախտող այս արարքները կապված են ադրբեջանական իշխանությունների հովանավորչությամբ հայատյաց ու թշնամանքի քաղաքականության հետ:
Այսօրվա միջադեպն ակնհայտ ցույց է տալիս, թե ով է իրականում խաթարում մարդկանց անվտանգությունը տարածաշրջանում և խաղաղությունը վերականգնելու հեռանկարները:
