Երեք տարի ընդմիջումից հետո Վերահսկիչ պալատի նախագահ Իշխան Զաքարյանն Ազգային ժողովում էր, սակայն Վերահսկիչ պալատի 2015թ• հաշվետվությունն ու 2016թ• տարեկան ծրագիրը ներկայացրեց գրեթե դատարկ դահլիճում:

Խորհրդարանականների հիշողության մեջ դեռ թարմ է, թե ինչպես 2012 թվականին Վերահսկիչ պալատի նախագահ Իշխան Զաքարյանն Ազգային ժողով էր եկել մալուխը ձեռքին՝ պետական գնումների արդյունքում հսկայական գումարների մսխումն ավելի պատկերավոր բացատրելու համար։

Վերջինիս բացահայտումները մեծ աղմուկ հանեցին՝ պետական բյուջեի անարդյունավետ կառավարումը դարձնելով ավելի տեսանելի։ Մասնավորապես, Վերահսկիչ պալատի 2012-ի հաշվետվությունից պարզվեց, որ բյուջեի 70 տոկոսը ռիսկային գոտում է, հայտարարվեց ավելի քան 700 մլն բյուջետային չարաշահումների մասին։

Այդ բացահայտումներին հետեւեց իշխանությունների կոշտ արձագանքը։ Սերժ Սարգսյանը հրավիրված խորհրդակցության ժամանակ հրապարակավ կշտամբել էր Իշխան Զաքարյանին՝ ակնարկելով «քիթը չխոթել» իշխանությունների համաչափ ընթացքը շեղող բացահայտումների մեջ։ Նման ուլտիմատումից հետո Զաքարյանն անցավ ընդհատակ եւ նույնիսկ խուսափեց հաջորդ տարի ԱԺ-ում ներկայացնել տարեկան զեկույցը՝ ԱԺ գործուղելով ՎՊ-ի իր աշխատակցին։ Պատգամավորներն այս անգամ ականատես չեղան ցնցող բացահայտումների, իսկ բուն զեկույցը բավականին լղոզված էր, բացահայտումները հասցեագրված չէին եւ կրում էին պրոտոկոլային բնույթ։ Այս տարվա փետրվար ամսին Իշխան Զաքարյանը կրկին խուսափեց գալ Ազգային ժողով՝ այս անգամ գործուղելով ՎՊ խորհրդի անդամ Սեյրան Ավագյանին։

Բնականաբար, Ազգային ժողովի ընդդիմադիր հատվածն ըստ արժանվույն արձագանքեց՝ անվանելով զեկույցը հակասահմանադրական և պահանջելով Զաքարյանին գալ և անձամբ ներկայացնել այդ զեկույցը: Իսկ, ահա, դրանից տասն ամիս անց արտահերթ նիստի վերջում Իշխան Զաքարյանն ամբիոնի մոտ էր և ներկայացնում էր Վերահսկիչ պալատի 2015թ• հաշվետվությունն ու 2016թ• տարեկան ծրագիրը:

Իսկ ընդդիմադիր ոչ մի պատգամավոր տեղում չէր, հնչեց միայն մեկ հարց Միքայել Մելքումյանի կողմից, որին Իշխան Զաքարյանը, ըստ էության, չպատասխանեց: Մելքումյանը նկատեց, թե սրանից առաջ Զաքարյանը խոսել էր 700 միլիարդ դրամի ռիսկերի մասին, դրանից հետո չէր գալիս ԱԺ, հետո հետարքրքվեց, թե այս ընթացքում պետական միջոցները ծախսելու արդյունավետության մակարդակը բարձրացե՞լ է, թե՞ ոչ: Իշխան Զաքարյանը միայն ասաց, թե կարող է արդյունավետության գնահատական տալ առանձին ծրագրերի հետ կապված, սակայն ՎՊ-ն լավագույն դեպքում կարող է վերահսկողության տակ պահել բյուջեի ծրագրերի ծախսային մասի 10 տոկոսը:
