Հունիսի 1-ի հրամանագրով ՀՀ նախագահ Արմեն Սարգսյանը, վարչապետի առաջարկով, նրա նախկին խոսնակ Վլադիմիր Կարապետյանին նշանակեց Ուկրաինայում ՀՀ արտակարգ եւ լիազոր դեսպան։ Դիվանագիտական կորպուսը, ծանոթանալով հրամանագրի տեքստին, խիստ զարմացել է, քանի որ հատուկ շեշտված է․ «Նշանակել Ուկրաինայում ՀՀ արտակարգ եւ լիազոր դեսպան` երեք տարի ժամկետով (նստավայրը՝ Կիեւ)»:
Երբեք ՀՀ բարձրագույն դիվանագիտական պաշտոնների՝ դեսպանների ու դեսպանորդների նշանակման հրամանագրերում չի նշվել ժամկետը։ Անգամ այս տարվա հրամանագրերում՝ հունվարի 27-ին Արմելլա Շաքարյանին՝ Մեքսիկայում, փետրվարի 16-ին Հրանտ Պողոսյանին՝ Ճապոնիայում եւ Կորեայում, մարտի 18-ին Արմեն Մարտիրոսյանին Լիտվայում դեսպան նշանակելու հրամանագրերում եւ ոչ մեկի դեպքում ժամկետ նշված չի եղել։
Մեզ հետ զրույցում Կանադայում ՀՀ նախկին դեսպան Արա Պապյանը նշեց, որ «Դիվանագիտական ծառայության մասին» օրենքը նախատեսում է «2 տարի+1» աշխատած դիվանագետների ռոտացիա, սակայն հրամանագրերում ժամկետներ երբեք չեն նշվել, որովհետեւ դեպքեր են եղել, երբ դեսպանն աշխատել է ընդամենը ամիսներ, իսկ երբեմն՝ 10 եւ ավելի տարի։ Սա, ըստ նրա, քաղաքական նշանակում է եւ «հերթական ինքնակամ մոտեցումը»։
