ՄԱԿ-ի ԱԽ-ն երկրներին պարտավորեցրել է արգելափակել ԻՊ-ի ֆինանսավորումը

 ՄԱԿ-ի Անվտանգության խորհուրդը միաձայն ընդունել է բանաձեւ, որը երկրներին պարտավորեցնում է կասեցնել «Իսլամական պետություն» ահաբեկչական խմբավորման, «Ալ Քաիդա» ցանցի եւ «նրանց հետ կապված անձանց խմբերի, ձեռնարկությունների ու կազմակերպությունների» ֆինանսավորումը եւ ցանկացած այլ օժանդակություն ցուցաբերելը, տեղեկացնում է:

37-էջանոց փաստաթուղթը, որը հիմնված է ՄԱԿ-ի Կանոնադրության VII գլխի վրա, նախատեսում է մի շարք միջոցներ, որոնք նպատակամղված են պատժամիջոցների գոյություն ունեցող ռեժիմի ամրապնդմանը եւ ծայրահեղականների ֆինանսավորման ուղիների արգելափակմանը: Փաստաթղթի համաձայն՝ երկրները պարտավոր են ապահովել, որ իրենց քաղաքացիներն ու իրենց տարածքում գտնվող անձինք «տնտեսական ռեսուրսներ չտրամադրեն ԻՊ-ին, «Ալ Քաիդային» եւ նրանց հետ կապված անձանց, խմբերին, ձեռնարկություններին ու կազմակերպություններին»: Այդ պարտականությունը «ուղղակիորեն ու անո ւղղակիորեն տարածվում է նավթի ու դրա վերամշակման արգասիքների առեւտրի վրա», նշվում է բանաձեւում:

ՄԱԿ-ի ԱԽ-ն նախազգուշացրել է, որ բոլոր նրանք, ովքեր ծայրահեղականներին աջակցություն են ցուցաբերում ֆինանսներով, զենքով կամ ահաբեկիչների հավաքագրում են իրականացնում, «պետք է ներառվեն պատժիչ ցանկում», իսկ «նրանք, ովքեր մեղավոր են ահաբեկչական գործողությունների կատարման, կազմակերպման կամ դրանց աջակցման մեջ, պետք է ենթարկվեն պատասխանատվության»:

Բանաձեւը նախատեսում է, որ ՄԱԿ-ի գլխավոր քարտուղար Պան Գի Մունը դրա ընդունումից հետո 45 օրվա ընթացքում առանձին զեկույց կպատրաստի ԻՊ-ի վերաբերյալ եւ պարբերաբար ԱԽ-ին հաշվետվություններ կներկայացնի փաստաթղթի կատարման վերաբերյալ, հաղորդել է ՏԱՍՍ-ը:
