Չի կարելի ՀՀ պետական սահմաններին վերաբերող հարցերը քննարկել միայն քաղաքական ու ռազմական տեսանկյունից` հատկապես պայմանավորված պատերազմի հետևանքներով ու ադրբեջանական թշնամանքի քաղաքականությամբ, ֆեյսբուքյան իր էջում գրել է ՀՀ ՄԻՊ Արման Թաթոյանը:
«ՀՀ կառավարությունը պարտավոր է սահմանների դելիմիտացիայի ու դեմարկացիայի հետ կապված քննարկումների հիմքում դնել ՀՀ բնակիչների, առհասարակ` մարդու իրավունքները:
Կառավարության ներկայիս մոտեցումը չափազանց վտանգավոր է հատկապես երկարաժամկետ հեռանկարում, այդ թվում` կապված միջազգային դիտորդների առաջարկվող մեխանիզմի հետ:
Դրա համար էլ լուրջ խնդիրներ են առաջ եկել Կառավարության կողմից սեփական քաղաքացիների և առաջնահերթ` սահմանային բնակչության նկատմամբ` իրավունքների պաշտպանության, անվտանգ ու բնականոն կյանքի ապահովման պոզիտիվ պարտավորությունների կատարման հարցում:
Կառավարության ներկայիս մոտեցումների պատճառով առանձին պետական մարմիններ ձախողում են իրենց գործառույթների կատարումը:
Ադրբեջանի հետ սահմանային բոլոր հատվածներով Գեղարքունիքի և Սյունիքի շուրջ պարտադիր է ուղղակի, որպեսզի, նախ, լինի անվտանգության գոտի, ինչը հնարավորություն կտա վերականգնել ՀՀ բնակիչների իրավունքները, երաշխավորել նրանց բնականոն կյանքն ու անվտանգությունը, մյուս կենսական իրավունքները և նոր դրանից հետո անցում կատարել դելիմիտացիայի ու դեմարկացիայի:
Դելիմիտացիան ու դեմարկացիան կարող են տևել տասնյակ տարիներից ավելի, իսկ ՀՀ բնակիչների իրավունքները չեն կարող տասնյակ տարիներով մնալ խախտված, իսկ կյանքն ու անվտանգությունը՝ լրջորեն վտանգված:
Միջազգային ուղիղ պահանջ է, որ սահմանազածումն ու սահմանազատումը լեգիտիմ չեն, եթե խաթարում են սահմանային բնակչության բնականոն կյանքը, հաշվի չեն առնում մարդու իրավունքներն ու իրավունքի գերակայությունը»,- գրել է Թաթոյանը:
