«Ժողովուրդ» օրաթերթը գրում է.
Հունիսի 20-ին Հայաստանի քաղաքացիները հերթական անգամ գնալու են ընտրատեղամաս ու երկու տասնյակից ավել կուսակցություններից ընտրություն կատարեն: Ցուցակներում կան նախկին նախագահներ, նախկին ու ներկա վարչապետներ, նախարարներ, մեծահարուստ գործարարներ, այլ կերպ ասած` մարդիկ, որոնք ժամանակին լրջագույն լծակներ են ունեցել երկրի ներքին կյանքի վրա ազդելու համար:
Քարոզարշավի ընթացքում մենք մշտական կապի մեջ էինք Հայաստանում սոցհարցումներ իրականացնող ամենալուրջ ընկերություններից մեկի մեր աղբյուրի հետ, պարբերաբար մեզ էին փոխանցվում դեռեւս վերջնական չմշակված հարցումների տվյալներ, որոնց մի մասը հրապարակում էինք ընթերցողների համար:
Հետաքրքրական է, որ մարզերում կազմակերպված ֆոկուս խմբերի քննարկումների արդյունքները վկայում են այն մասին, որ 21-րդ դարում մեր բնակիչներն իրենց երեխաներին չեն կարող տանել լողավազան, մարզասրահ, բարձր տեխնոլոգիաների կենտրոն, շատ համայնքներում նույնիսկ հարթ ասֆալտ չկա, որպեսզի երեխաներն ինչ որ բան խաղան, զբաղմունք ունենան:
Տարիներ շարունակ մարդկանց պահել են նման պայմաններում, ու արդեն սովորել են, համակերպվել են մտքի հետ, որ իրենցից ոչինչ կախված չէ, որ իրենց մոտ, միեւնույնն է, փոփոխություն չի լինի, ու, որպես միակ ելք, տեսնում են երեխաներին իրենց գյուղից ու քաղաքից հանելը: Սա է մեր պահած գյուղն ու փոքր քաղաքը։ Ցավոք նույնը չես ասի մեր հարեւան երկրների մասին, որտեղ քանդված ճանապարհ ունենալն ամոթ է, որտեղ սեփական ժողովրդի համար 26 տարի պայման չստեղծելն ամոթ է:
Արցախյան առաջին պատերազմից հետո տարածաշրջանի միակ հաղթանակած ժողովուրդն էինք. թվում էր, թե պատերազմի ավարտից հետո մենք կանցնենք երկիրը կառուցելու սուրբ գործին, սակայն հաղթանակից 26 տարի հետո հանկարծ տեսանք, որ բանակը թալանվում էր, որ ադրբեջանցի զինվորը, որը դողում էր մեր տղաների շողքից, 15-20 անգամ ավելի թանկարժեք է սպառազինված, քան մեր տղերքը, տեսանք, որ նույնիսկ զրահաբաճկոն ու գիշերային տեսանելության սարք չունենք: Այս ամենին գումարած էլ` մեծամասամբ մարզերի հաշվին ամբողջ գումարն ուղղվեց Արցախի կայացմանը, զարգացմանը, բարեկարգմանը, բայց հավասար չզարգացան Հայաստանի մարզերը:
Փաստենք, որ անկախությունից ի վեր մարզերում լուրջ աշխատանք այդպես էլ չարվեց ոչ մի ղեկավարի օրոք։ Սովետական միության տարիներին ամեն գյուղ ուներ դպրոց, մանկապարտեզ, ֆուտբոլի դաշտ, մարզադահլիճ, մշակույթի տուն ու գրադարան: Հիմա կա՛մ ոչինչ չկա, կա՛մ պահում են ոչ անկախ Հայաստանի ստեղծածի մնացորդները:
