«Րոպեներ առաջ «Քաղաքացիական պայմանագիր» կուսակցության պատգամավորի թեկնածու Նիկոլ Փաշինյանը, օգտվելով իրեն՝ որպես վարչապետի պաշտոնակատարի սոցիալական կարգավիճակից, ֆեյսբուքյան պաշտոնական էջով հանդես եկավ հայտարարությամբ: Դրանով վերջինս կոչ ու հորդոր ներկայացրեց քվեարկությանը «անպայման» մասնակցելու վերաբերյալ:
Նախ նշված թեկնածուն խախտեց լռության օրվա պահպանման սկզբունքը: Երկրորդ` օգտագործելով իր կարգավիճակը, իրենից գործադիր իշխանության մարմինների ծառայողական կախվածությունը, հորդորեց մասնակցել քվեարկությանը, այն պայմաններում, երբ հանդիսանում է 26 ուժերից մեկի վարչապետի թեկնածու:
Նշվածը ուղիղ քարոզ էր վարչական լծակների կիրառմամբ և ԿԸՀ գործառույթի իբր ստանձմամբ: Գտնում ենք, որ ԿԸՀ-ն անհապաղ պետք է նիստ գումարի և ընտրական գործընթացի այս էական և օրինականությունը վտանգող խախտումը, սույն հայտարարության հիմքերով քննության առարկա դարձնի»:
