Ամեն բան պարզ կլինի հունիսի 28-ին. ինչ է սպասվում ընտրություններից հետո. «Ժողովուրդ»

«Ժողովուրդ» օրաթերթը գրում է.
Արտահերթ խորհրդարանական ընտրություններն այլեւս իրողություն են: Ձայները բաշխվել են հետեւյալ կերպ՝ «Քաղաքացիական պայմանագիր» կուսակցություն՝ 53,92 %, «Հայաստան» դաշինք՝ 21,04 %, «Պատիվ ունեմ» դաշինք՝ 5,23 %։ Ի՞նչ է սպասվում այժմ. Կենտրոնական ընտրական հանձնաժողովը ընտրությունների վերջնական արդյունքներն ամփոփելու է հունիսի 28-ին, եւ այդ օրն էլ վերջնականապես պարզ կլինի՝ խորհրդարան անցած ուժերը որքան մանդատներ կստանան։ Նախնական տվյալներով՝ ՔՊ-ն կստանա 72 մանդատ, «Հայաստան»-ը՝ 27, «Պատիվ ունեմ»-ը՝ 7 մանդատ։
«Ազգային ժողովի կանոնակարգ» օրենքի 32-րդ հոդվածն ասում է. «Ազգային ժողովի արտահերթ ընտրության դեպքերում առաջին նստաշրջանը հրավիրվում է նորընտիր Ազգային ժողովի կազմավորումից հետո` երկրորդ երկուշաբթի օրը՝ ժամը 10:00-ին, որի մասին հայտարարում է Կենտրոնական ընտրական հանձնաժողովի նախագահը»:
Այսպիսով, նոր խորհրդարանը կազմավորված համարվելու է հունիսի 28-ին, իսկ երկրորդ երկուշաբթին հուլիսի 5-ն է, այսինքն՝ նորընտիր խորհրդարանի առաջին նիստը տեղի կունենա հուլիսի 5-ին: Առաջին նստաշրջանի նիստերը բացում եւ մինչեւ Ազգային ժողովի նախագահի ընտրվելը նախագահում է տարիքով ավագ պատգամավորը:
Ցուցակում տարիքով ամենաավագը Հովիկ Աղազարյանն է, սակայն հայտնի չէ՝ նա խորհրդարան կմտնի, թե ոչ։ Նշենք, որ առաջին նստաշրջանի բացման առթիվ ողջույնի ելույթի իրավունք ունեն հանրապետության նախագահը եւ Ամենայն Հայոց Կաթողիկոսը: Սակայն նկատենք՝ երեկ «Հայաստան» դաշինքը հայտարարություն է տարածել եւ հայտնել ընտրությունների արդյունքների վիճարկման մասին՝ ընդհուպ մինչեւ Սահմանադրական դատարան դիմելու տարբերակը: Այս դեպքում ժամկետները կարող են փոփոխվել՝ մինչ ՍԴ-ի կողմից համապատասխան դիմումի քննությունը:
«Սահմանադրական դատարանի մասին» ՀՀ օրենքում ասվում է, որ Սահմանադրական դատարանն այս գործերով որոշում է ընդունում դիմումի մուտքագրման օրվանից ոչ ուշ, քան 15 օր հետո: Այսինքն՝ եթե ընդդիմադիր ուժը որոշի դիմել ՍԴ, ապա նոր խորհրդարանի կազմավորման գործընթացը կերկարի:
