«Փաստ» օրաթերթը գրում է

Երեկ Ազգային ժողովի արտահերթ նիստում ներառված էր նաև ՀՀ 2020 թվականի պետական բյուջեի կատարման տարեկան հաշվետվությունը հաստատելու մասին հարցը: Ֆինանսների նախարարության կողմից ներկայացվեց հաշվետվությունը: Մինչ այս, 2020 թվականի բյուջեի վերաբերյալ տարբեր գնահատականներ ու կարծիքներ են հնչել: «Փաստի» հետ զրույցում, անդրադառնալով 2020 թ. բյուջեի հաշվետվությանը, տնտեսագետ Վարդան Բոստանջյանը նշում է, որ իրականությունը սարսափելի տխուր է:

«2020 թվականի բյուջեն, ըստ էության, չէր արտացոլում այն բոլոր առաջնահերթ ու կարևոր խնդիրները, որոնք կանգնած են Հայաստանի առջև: Այդ կտրվածքով, պետք է պարզապես ցույց տան որոշակի ծախսեր՝ պետական գործառույթներ իրականացնելու համար:Զուտ այդպիսին է եղել 2020 թ. բյուջեն: Իրականում յուրաքանչյուր հաշվետվություն այդ իմաստով ոչինչ չի փոխում մեր կյանքում թե՛ տնտեսական զարգացման, թե՛ սոցիալական առումով: Առավել ևս, հաշվի առնենք նաև գոյություն ունեցող իրավիճակը. կորուստներ, արտագաղթի խնդիր, գնաճ, գրեթե չսպասարկվող պետական պարտք, ներդրումների սով: Զուգահեռ՝ ուղղակի ցույց են տալիս, թե իբրև բյուջեն կատարված է, իբր թե քաղաքականություն է իրականացվել: Բայց իրականությունն այլ է: Իրականությունը չափազանց ու սարսափելի տխուր է: Եվ այս տեսանկյունից բյուջեի ցանկացած նկարագրություն ինձ համար առոչինչ է»,- ասաց տնտեսագետը:
