Սիրելի՛ հայրենակիցներ,
Սրտանց շնորհավորում եմ բոլորիս Հայաստանի Հանրապետության Սահմանադրության օրվա առթիվ:
1995 թվականի հուլիսի 5-ին հայ ժողովրդի գերակշիռ մասը «այո» ասաց նորանկախ Հայաստանի Սահմանադրությանը: Այս տարիների ընթացքում մի քանի անգամ փոփոխությունների ենթարկված Սահմանադրության առաքելությունը մեկն է՝ նպաստել մեր անկախ պետականության կայացմանը, երկրի ներքին ու արտաքին կայունության ապահովմանը:
Հայաստանի Հանրապետությունը Սահմանադրությամբ հռչակված է որպես ժողովրդավարական, իրավական և սոցիալական պետություն և ես ուզում եմ հավատալ, որ սրանք լոկ բառեր չեն: Իրավունքի և օրենքի գերակայությունը մեր երկրում այլընտրանք չի կարող ունենալ: Բոլորս պետք է գիտակցենք, որ ՀՀ Սահմանադրությամբ ամրագրված արժեքների հետ մեր իրականության որոշ անհամապատասխանությունների վերացումը բացարձակ առաջնահերթություն պետք է լինի և դա մեր բոլորի հավաքական պարտքն է: Միայն այդ ճանապարհով է հնարավոր սահմանադրական արժեքները լիովին իրողություն դարձնել և երկրում ամրապնդել սահմանադրական ժողովրդավարություն:
Եվս մեկ անգամ շնորհավորելով կարևորագույն այս օրվա առթիվ՝ լիահույս եմ, որ համատեղ ջանքերով մենք կարող ենք կառուցել այնպիսի պետություն, որտեղ ապահովված կլինեն Սահմանադրությամբ ամրագրված մարդկանց հիմնարար ազատություններն ու իրավունքները, որտեղ օրենքի գերակայությունը կլինի մեր հայրենիքի և հասարակության բարգավաճման գլխավոր երաշխիքը, որտեղ ամբողջ հասարակությունը հպարտությամբ կգիտակցի Սահմանադրություն ունենալու կարևորությունը և հուլիսի 5-ը իրապես տոն կդառնա յուրաքանչյուր հայի համար:
