Նախարարի ընտանեկան բիզնեսը Նոր Հայաստանում. ինչո՞ւ են աչք փակում պատկան մարմինները
ANALYSISԱմիսներ առաջ մամուլը գրեց, որ Առողջապահության նախարար Անահիտ Ավանեսյանի հետ առնչություն ունեցող դեղագործական ընկերությունը դեղորայք և բժշկական պարագաներ է վաճառում իր իսկ ենթակայության տակ գտնվող պետական կառույցներին։ «Արմֆարմացիա» ընկերությունը վերջին տարիներին կնքել է 240 պայմանագիր՝ 44 պետական կառույցի հետ, ընդհանուր՝ մոտ 606,7 մլն դրամ արժողությամբ, որի կեսից ավելին՝ 137 պայմանագիրը՝ արդեն Ավանեսյանի` փոխնախարար եղած ժամանակ։ «Արմֆարմացիա»-ն տարիներ շարունակ մենաշնորհային դիրք է ունեցել և մատակարարել է «Մեթադոն» հոգեմետ դեղը:
2008-2015թթ.ին ընկերության գլխավոր տնօրեն է եղել Անահիտ Ավանեսյանի ամուսինը՝ Ստեփան Ավանեսյանը, իսկ մինչ այդ՝ 2003-2008թթ. Անահիտ Ավանեսյանի մայրը՝ Մարգուշ Վարդանյանը: Այժմ տնօրենն է Աննա Հովհաննիսյանը:
Այս ընկերության հետ վերջին տարիներին՝ 2017-2020թթ փետրվարի 17-ը կնքվել է 240 պայմանագիր՝ 44 պետական կառույցի հետ, ընդհանուր՝ մոտ 606,7 մլն դրամ արժողությամբ, որի կեսից ավելին՝ 137 պայմանագիրը՝ արդեն Ավանեսյանի՝ պաշտոնը զբաղեցնելու եղած ժամանակ։ Հենց այդ ընթացքում պետական գնումների մրցույթով ««Արմֆարմացիա»-ի հետ կնքվել է 209,5 մլն ՀՀ դրամի պայմանագրեր տարբեր պետական կառույցների, այդ թվում՝ առողջապահության նախարարության և նրա ենթակայության տակ գտնվող կառույցների հետ։
Պայմանագրերի մոտ 43%-ը (262 մլն դրամ) կնքվել է Առողջապահության նախարարության հետ, հաջորդ խոշոր գնորդը Պաշտպանության նախարարությունն է՝ 15% (մոտ 88 մլն դրամ), ապա ԵՊԲՀ հիմնադրամը՝ մոտ 10% (57 մլն դրամ)։
Գնորդների ցանկում են՝ տարբեր բժշկական կենտրոններ, Արդարադատության նախարարությունը, Ոստիկանությունը, վերջին պայմանագիրը կնքվել է Ազգային անվտանգության ծառայության հետ․ մատակարարվել է 318 հազար դրամի դեղորայք։
Այս ամենը որևէ կերպ չի հուզում ոչ նախարարին, ոչ էլ կոռուպցիայի կանխարգելման հանձնաժողովին, որը բնավ էլ կոռուպցիոն ռիսկ կամ պաշտոնը բիզնես շահերին ծառայեցնելու միտում չի տեսնում վերը նկարագրած գնման գործընթացներում:
