« Բանն այն Է, որ մարտահրավերները այն աստիճան շոշափելի են, որ անգամ ամենամեծ ցանկության դեպքում, նույնիսկ բնազդաբար Է հնարավոր գոնե նվազագույն առումալ համարժեք լինել դրանց։ Սակայն Հայաստանում ոչ միայն չկա ներքաղաքական այդ միտքը, նույնիսկ բնազդը չկա։ Այսինքն՝ Հայաստանը սնանկանամ Է անգամ բնազդային մակարդակում, սկսում Է տեղի տալ անգամ ինքնապաշտպանական բնազդը։ Կամ Էլ հայաստանի ներքին կյանքի սուբյեկտները բնազդաբար ոչ թե արձագանքում են մարտահրավերներին, այլ ըստ էության փախչում դրանցից։ Համենայնդեպս, ներկայիս իրավիճակում նայելով Հայաստանի ներքին կյանքին, այդ կյանքի հռետորաբանությանն ու բովանդակությանը՝ դժվար է կռահել որ դա մի պետության ներքին կյանք է, որը սահմաններում գտնվում է պատերազմական վիճակում և միաժամանակ որոշակի հանգրվանային զարգացումներ սպասում բանակցային գործընթացում ու այդ ամենով հանդերձ էլ պարբերաբար կորուստներ ունենում սահմաններում։

Մինչդեռ կասկածից վեր է, որ խնդիրների լուծումը Հայաստանը պետք է փնտրի ոչ թե Բեռնում կամ աշխարհի որևէ մայրաքաղաքում, այլ նախևառաջ Հայաստանում տեղի ունեցող զարգացումներում։ Այդ զարգացումներում բովանդակային, որակական փոփոխությունները միայն կարող են փոխել արտաքին մարտահրավերներին արձագանքելու հայաստանյան պոտենցիալը։ Եվ այստեղ ակնհայտ է, որ կա երկու առանցքային խնդիր։ Մի կողմից գերկարևոր են տնտեսական բեկումները, մյուս կողմից՝ Հայաստանում գերկարևոր է դառնում քաղաքական բեկումն ու Հայաստանում արտաքին իրողությունների հանդեպ հստակ այլընտրանքային դիրքորոշումներ ու մոտեցումներ պարունակող քաղաքական ընդդիմության ձևավորումը, որը հանդես կգա ոչ միայն այդ խնդիրների հանդեպ ընդհանուր ռազմավարությամբ, այլ ներկայի համար քաղաքական պատասխանատու մոտեցումներով։ Այդ հարցում օպերատիվ, պատասխանատու և հստակ դիրքորոշումներով ընդդիմադիր բևեռի ձևավորամը առավել կարևոր է դառնում իշխանական բևեռի անպատասխանատվության ֆոնին»,–գրում է թերթը։
