«Փաստ» օրաթերթը գրում է
Մոտավոր հաշվարկներով, մինչև օգոստոսի 10-ը ազգովի զբաղված ենք լինելու պաշտոնանշանակման «հիվանդությամբ»: Ազգային ժողովի առաջին նիստում «ընտրվելու» են ԱԺ նախագահ, փոխնախագահներ, հանձնաժողովների նախագահներ, փոխնախագահներ, դրանից հետո 15 օրում ձևավորվելու է կառավարություն, նշանակվելու են փոխվարչապետներ, նախարարներ, հնարավոր է՝ մարզպետների փոփոխություն: Ու բոլորով քննարկելու ենք այս կամ այն թեկնածուին, գովելու ենք, պախարակելու ենք, ցավալու ենք և այլն, և այլն: Իհարկե, շատ կարևոր են կադրերը, հատկապես երբ խոսքը բարձրաստիճան պաշտոնյաների մասին է:
Բայց դա բացառապես նորմալ իշխանությունների, նորմալ քաղաքական ուժի պարագայում: ՔՊԿ-ի դեպքում, ինչպես ցույց է տալիս անցած երեք տարին, և՛ ոստիկանապետն է Նիկոլ Փաշինյանը, և՛ էկոնոմիկայի նախարարը, և՛ ԱԱԾ պետը, և՛ ԿԳՄՍ նախարարը: Իսկ պաշտոններին նշանակվածները պարզապես կատարողներ են: Ուստի նշանակումներ անելիս այս իշխանության դեպքում գործում է միայն մեկ տրամաբանություն՝ տվյալ անձը որքանով է ունակ անվերապահ, առանց շեղումների, առանց քննարկումների պարզապես կատարել Նիկոլ Փաշինյանի որոշումներն ու հրահանգները, որքան էլ դրանք վնաս լինեն ոչ միայն տվյալ ոլորտին, այլև երկրին ու պետությանն ընդհանրապես: Նույնը վերաբերում է նաև խորհրդարանին. ի՞նչ կապ ունի՝ ովքեր կլինեն ԱԺ նախագահն ու իշխանական փոխնախագահները, առավել ևս՝ խմբակցության ղեկավարն ու քարտուղարը:
71-ից (առայժմ) ով էլ լինի, նույնն է, ոչ մի տարբերություն, նրանց գործառույթը մեկն է՝ կյանքի կոչել Նիկոլ Փաշինյանի մանկության, պատանեկության և հասուն տարիքի բոլոր «բյուրեղյա երազանքներն» ու ցանկությունները: Այնպես որ, պաշտոնների հետ կապված շատ լարվել պետք չէ: Այս իշխանության մեջ կա մեկ պաշտոն, մեկ անձ: Ուրեմն՝ բոլոր հարցերը՝ պարզապես նրա հետ, մյուսները կատարողներ են, փոփոխություններն էլ կապված են բացառապես միայն այն բանի հետ, թե ինչպիսի կատարողներ են ու ինչպիսի «հունանավետիսյաններ»՝ հանուն շեֆի:
Ինչ վերաբերում է նշյալ «բոլոր հարցերին», ապա խոսքն առաջին հերթին Նիկոլ Փաշինյանի ասած «ապագայի» մասին է: Իսկ այդ «ապագան» շատ մոտ է. վկան՝ Երասխի միջադեպը, որի պատճառով զոհ ունենք, Փաշինյանի հայտարարած պատերազմը Սյունիքին, այս ամենի ֆոնին՝ Ադրբեջանից հնչող հայտարարությունները և այլն: Այս ամենը սոսկ պատահականություն լինել պարզապես չի կարող...
