«Այս տարվա մարտիմեկյան հանրահավաքին Նիկոլ Փաշինյանը խոսեց կառավարման համակարգի փոփոխության, մասնավորապես կիսանախագահական կառավարման անցնելու մասին` նշելով, որ աշնանը սահմանադրական փոփոխություններ են իրականացնելու․ «Ի վերջո՝ կիսանախագահական կառավարման համակարգի անցնելը հնարավոր տարբերակներից մեկը պետք է լինի։ Այս գործընթացը մենք պիտի իրականացնենք ԱԺ-ի, կառավարության, նախագահի, քաղաքական ուժերի և քաղաքացիական հանրության հետ սերտ համագործակցության պայմաններում»։

Այս հայտարարությունից 4 ամիս է անցել, սակայն սահմանադրական բարեփոխումների հանձնաժողովը նիստ չի արել։ Հանձնաժողովի անդամ Դանիել Իոաննիսյանն ասաց, որ նման հարց չի քննարկվել, և, առհասարակ, մոտ 1 տարի է՝ նիստ չեն արել․ «Հանձնաժողովը պետք է վերակազմավորվեր, դուք հիշում եք, որ շատերը դիմում գրեցին՝ դուրս եկան, կարծում եմ՝ պետք է նաև նախագահը փոխվի, որովհետև Եղիշե Կիրակոսյանը ՄԻԵԴ-ում ռազմագերիների խնդրով է զբաղված և գործնականում ծանրաբեռնված է ու ժամանակ չունի հանձնաժողովի աշխատանքների համար։ Բայց թե ինչու չեն անում, պետք է իրենցից հարցնել»։

Իշխանական աղբյուրների փոխանցմամբ՝ այս թեման ժամանակավորապես կսառեցվի, որովհետև մարտին բոլորովին այլ ներքաղաքական իրավիճակ էր, արտահերթ ընտրությունների հարցը մշուշոտ էր, և Փաշինյանի հայտարարության իրական նպատակը կրքերը հանդարտեցնելն ու ընդդիմության գլխի տակ փափուկ բարձ դնելն էր, թե՝ համբերեք, աշնանը մոդել կփոխենք, ընտրություն կանցկացնենք։

Վերարտադրվելուց հետո այդ հարցն այլևս օրակարգում չէ՝ պառլամենտական երկրի վարչապետի կարգավիճակից ավելի հաճելի բան չկա, իսկ նախագահական մոդելի մասին կխոսեն, երբ կբարդանա պաշտոնավարելը, կամ իրենց աթոռներին ինչ-որ վտանգ կսպառնա»,-գրում է թերթը։
