Վիեննան դեմ է Թուրքիայի մասնակցությանը ԵՄ պաշտպանական ու անվտանգության քաղաքականությանը
INTERNATIONAL NEWSՎիեննան դեմ էր Թուրքիայի մասնակցությանը ԵՄ պաշտպանական եւ անվտանգության քաղաքականությանը, որը հայտնի է որպես Մշտական կառուցվածքային անվտանգության եւ պաշտպանության համագործակցություն (PESCO)` Անկարայի ժողովրդավարական արժեքների եւ ԵՄ-ի հետ հարաբերությունների վատթարացման պատճառով:
Ավստրիայի պաշտպանության նախարար Կլաուդիա Թաների խոսքով` Թուրքիան չի կատարում մուտքի պահանջները երրորդ երկրների համար: «Պայմանագրի 2-րդ հոդվածը հստակ ասում է, որ երրորդ պետությունը պետք է կիսի ԵՄ-ի ժողովրդավարական արժեքները եւ բարիդրացիական հարաբերություններ ունենա ԵՄ-ի հետ»,- ասել է Թաները Welt am Sonntag-ին տված հարցազրույցում: Նա նաեւ շեշտել է, որ ներկայումս Թուրքիայի եւ ԵՄ-ի միջեւ երկխոսություն չկա պաշտպանության եւ անվտանգության հիմնական հարցերի շուրջ: «Ուստի ես չեմ հավատում, որ Թուրքիան առաջիկայում կմասնակցի ԵՄ պաշտպանական քաղաքականությանը»,- ասել է Թանները:
ԵՄ-ն սկսել էր ընդունել երրորդ երկրներին PESCO 2020-ի աշնանը` ՆԱՏՕ-ի գործընկերների հետ համագործակցությունն ու համագործակցությունը խթանելու եւ «ԵՄ ներսում եւ դրա սահմաններից դուրս ռազմական շարժունակությունը բարելավելու համար»,- մայիսին ասել էր ԵՄ գլխավոր դիվանագետ Խոսեպ Բորելը:
ԱՄՆ-ն, Կանադան եւ Նորվեգիան արդեն մասնակցում են PESCO նախագծին:
EURACTIV-ի համաձայն` ԵՄ-ն համաձայնության է եկել քաղաքական, իրավական եւ «առարկայական» պայմանների խիստ փաթեթի շուրջ, որը թույլ է տալիս ոչ բլոկային երկրներին մասնակցել պաշտպանական համատեղ նախագծերին:
Անկարայի ու Աթենքի միջեւ լարվածության աճը խոչընդոտներ է ստեղծում նաեւ PESCO-ին Թուրքիայի մասնակցության համար:
«Հաշվի առնելով Թուրքիայի եւ Հունաստանի, Թուրքիայի եւ Կիպրոսի միջեւ առկա լարվածությունը Արեւելյան Միջերկրածովում եւ Թուրքիայի ներկայիս նահանջը ժողովրդավարությունից, նման համագործակցության համար գուցե լավագույն ժամանակը չէ»,- ասել է Իլքե Թոյգյուրը` Գերմանիայի միջազգային հարաբերությունների եւ անվտանգության ինստիտուտից:
