ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմի դեպարտամենտի ղեկավարը ՀՀ ՊՆ-ում Ռազմական կցորդներին է ներկայացրել ադրբեջանական հանցավոր արարքներով բնակիչների իրավունքների խախտումները։
 
Հուլիսի 28-ին ՀՀ պաշտպանության նախարարության վարչական համալիրում կայացել է Հայաստանում հավատարմագրված օտարերկրյա դեսպանությունների ռազմական կցորդների հանդիպումը ՊՆ ներկայացուցիչների հետ: Հանդիպմանը մասնակցել է նաև ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմի դեպարտամենտի ղեկավար Արտյոմ Սեդրակյանը: Նա ներկայացրել է այսօր վաղ առավոտից Գեղարքունիքում ադրբեջանական զինված ուժերի հրահրած ինտենսիվ հրաձգությունների հետևանքով մարդու իրավունքների խախտումների տեսանկյունից իրավիճակը, ինչպես նաև Մարդու իրավունքների պաշտպանի կողմից պարբերաբար իրականացվող փաստահավաք աշխատանքների արդյունքները:
Արտյոմ Սեդրակյանը տեղեկացրել է, որ Գեղարքունիքի մարզի քաղաքացիական բնակիչները, սկսած ուշ գիշերից, Պաշտպանի աշխատակազմին ահազանգել են այն մասին, որ ադրբեջանական զինծառայողներն անընդհատ կրակոցներ են արձակում Գեղարքունիքի մարզի Վերին Շորժա և Կութ գյուղերի ուղղությամբ: Նաև արձանագրվել է, որ Հայաստանի ինքնիշխան տարածքում գտնվող ադրբեջանական զինված անձինք կրակում են մարզի այլ գյուղերի ուղղությամբ նույնպես (Սոթք, Ազատ, Նորաբակ, Ներքին Շորժա և այլն):
Մարդու իրավունքների պաշտպանի ներկայացուցիչը հայտնել է, որ համաձայն փաստահավաք տվյալների՝ հրաձգությունները հրահրում են ադրբեջանական զինված ուժերը, դրանք տեղի են ունենում ՀՀ գյուղերի անմիջական հարևանությամբ, այդ թվում՝ գյուղերի ուղղությամբ: Ստացված փաստերը հաստատում են, որ ադրբեջանական կրակոցներն ամեն անգամ հնարավոր է լինում կանխել միայն ՀՀ զինված ուժերի պատասխան կրակոցների շնորհիվ, ովքեր պաշտպանում են մեր բնակիչների իրավունքները, կյանքն ու խաղաղությունը:
Մարդու իրավունքների պաշտպանի աշխատակազմի գնահատմամբ՝ այս պայմաններում ադրբեջանական իշխանությունները կրում են այսօրվա կրակոցներով բնակիչների իրավունքների խախտումների, ՀՀ 3 զինծառայողների սպանությամբ նրանց իրավունքները խախտելու և վիրավորում ստացածների առողջությանը հասցված վնասի համար:
