«Փաստ» օրաթերթը գրում է
Մինչ Հայաստանի սահմաններում շարունակվում է անհանգստությունն ու լարվածությունը, մինչ Հայաստանը մխրճվում է նորանոր խնդիրների ու ճգնաժամերի հորձանուտ, գործող իշխանությունները լիազորություններն ավարտող խորհրդարանի վերջին «շնչում» անցկացրեցին «անձին ծանր վիրավորանք հասցնելը՝ հայհոյելը կամ նրա արժանապատվությունն այլ ծայրահեղ անպարկեշտ եղանակով վիրավորելը» քրեականացնող օրինագիծը: Իհարկե, ցանկացած քաղաքակիրթ ընտանիքում երեխաներին շատ փոքր հասակից սովորեցնում են, որ հայհոյելը վատ է, որ չի կարելի «քըխ» բառեր ասել և այլն: Այստեղ նույնիսկ քննարկելու բան չկա. հայհոյանքն ու վիրավորանքը մերժելի են միանշանակ:
Սակայն այստեղ կա մի քանի հարց: Նախ՝ արդյո՞ք Հայաստանի համար այսօր չկար ավելի կարևոր հարց, քան նշյալը: Երկրորդ՝ տարօրինակ չէ՞, որ նման օրինագիծ է անցկացնում մի ուժ, որը դարձել է թշնամանքի, հայհոյախոսության ու ատելության խոսքի հիմնական ներմուծողն ու արմատավորողը քաղաքական ու հասարակական հարաբերություններում: Երրորդ, ինչո՞ւ է տարբերակում դրվում «լրագրողական, հրապարակախոսական, հասարակական կամ քաղաքական գործունեությամբ» զբաղվողների ու «շարքային» քաղաքացիների միջև:
Չորրորդ՝ ինչպե՞ս է տարբերակվելու ծանր վիրավորանք հասցնելը թեթև վիրավորանքից, օրինակ՝ «վնգստացող դատավորները» ինչպիսի՞ վիրավորանք է: Եվ վերջում, սա քիչ է, եկեք մի օրենք էլ ընդունեք պատմության դասագրքերում այս իշխանության մասին պարզ ճշմարտությունը գրողներին դատելու մասին: Թեպետ, դրա համար երևի թե այս օրենքն էլ կարող է աշխատել...
