Արցախում ստեղծվել է շատ փխրուն իրավիճակ, երբ պետական համակարգի կենսունակությունը կախման մեջ է հայտնվել մեկ մարդուց՝ Արցախի նախագահից: Նման պարագայում միշտ էլ գտնվելու են քաղաքական շրջանակներ, դրսի ուժեր, որոնք աշխատելու են այդ իրավիճակն իրենց շահի օգտին շրջելու ուղղությամբ: Ակնհայտ է, որ այսօրվա բարդ և դժվարին իրավիճակում թե՛ արտաքին սպառնալիքները չեզոքացնելու և թե՛ մեր երկրի խնդիրները լուծելու համար  անհրաժեշտ է ուժերի համախմբում։ Միասնականությունը, ինչի մասին այսօր շատ է խոսվում նաև Արցախի իշխանությունների կողմից, իրոք օրվա հրամայականն է։ Սակայն միասնությունը   լոկ  գեղեցիկ խոսքերով կամ կարգախոսներով չէ` անհրաժեշտ են կոնկրետ քայլեր։

Մեր առաջարկությունները.

  1. Ինքնիշխանությունը ոչ այլ ինչ է, եթե ոչ ինքնուրույն որոշումներ կայացնելու և գործադրելու ունակություն։ Եթե մենք ինքնակամ հրաժարվում ենք ընտրություններ անցկացնելու որոշումից, մենք հրաժարվում ենք մեր ինքնիշխանությունից: Հետևաբար, անհրաժեշտ է արագ հայտարարել ՏԻՄ ընտրությունների անցկացման մասին և հնարավորինս շուտ անցկացնել այն՝ պատրաստ լինելով դիմագրավելու արտաքին խոչընդոտներին:
  2. Նախագահական-խորհրդարանական (կիսանախագահական) կառավարման մոդելն ապացուցել է քաղաքական ճգնաժամեր հաղթահարելու և պատերազմական վիճակում արդյունավետ կառավարելու կարողությունը։ Ներկայիս կառավարման մոդելը կենսունակ չէ, Ինչը ցույց տվեց 44-օրյա պատերազմը, դրան հաջորդող խոր քաղաքական ճգնաժամը: Այս կառավարման համակարգն ի վիճակի չէ լուծել պետության առջև ծառացած խնդիրները և հղի է կառավարման ճգնաժամով, ինչը կարող է կործանարար լինել պետության համար: Հետևաբար, անհրաժեշտ է սկսել սահմանադրական փոփոխությունների գործընթաց, որի առաջնային խնդիրը պետք է դառնա կիսանախագահական (նախագահական-խորհրդարանական) կառավարման մոդելին շուտափույթ անցումը, ինչը կապահովի քաղաքական կայունությունը, անվտանգությունը և քաղաքական ու տնտեսական համակարգի բարեփոխման ներուժը։
  3. Նոր Սահմանադրությամբ, հաջորդ մեկ տարվա ընթացքում նախատեսված կարգով պետք է անցկացնել Ազգային ժողովի, այնուհետև Հանրապետության նախագահի ընտրություններ:

Վերոնոշյալ առաջարկությունները կոչված են ներքաղաքական և արտաքին քաղաքական կոնյուկտուրայից անկախ ամրապնդելու Արցախի Հանրապետության պետականությունը և հաղթահարելու հետպատերազմյան դժվարությունները: Դրանց իրագործման համար պահանջվում է քաղաքական կամք և իրավիճակի գլոբալ գնահատում և, նույնիսկ Հայաստան-Արցախ փոխհարաբերությունների կանխամտածված վերակազմակերպում՝ պահանջված դերբաշխմամբ:
