«Փաստ» օրաթերթը գրում է
Առաջիկա երկու շաբաթվա ընթացքում կառավարությունը պետք է ներկայացնի իր գործունեության ծրագիրը: Իսկ ի՞նչ ճակատագիր են ունեցել նախկին ծրագրերն ու պետական բյուջեները: Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը «Փաստի» հետ զրույցում նշեց, որ ինչպես 2021թ. պետական բյուջեն, որն ընդունվել է 44-օրյա պատերազմից հետո, այնպես էլ միջնաժամկետ ծախսերի ծրագիրը որևէ կերպ չեն արտացոլում մեր երկրի ներկա խնդիրները և իրողությունները։
«ՀՀ պետական բյուջեն ուղղված չէ կառավարության միջնաժամկետ ծախսերի ծրագրի իրականացմանը։ Չեն պահպանվում հարկաբյուջետային քաղաքականության տարրական կանոնները։ Այս վարքագիծը նշանակում է, որ վտանգում ենք պետական եկամուտների աճը, միաժամանակ ընթացիկ պարտավորությունների գծով ստանձնում ենք բավականին համարձակ պարտավորություններ, իսկ արդյունքում մի օր անհնար է լինելու ընթացիկ ծախսերի (կենսաթոշակներ, պետական հատվածի աշխատավարձ և այլն) սպասարկումը: Պետությունն ուղղակի կանգնելու է սնանկության փաստի առջև։ Սա կոչվում է պետական միջոցների փոշիացում, պետական հնարավորությունների սահմանափակում, մեկ բառով ասած՝ պետականակործան հանցագործություն»,ասում է Սարգսյանը՝ հավելելով, որ բացակայում են ոչ միայն իրական առաջնահերթությունները, այլև դրանց վերաբերյալ հստակ պատկերացումները։
«Հերթական անգամ ականատեսն ենք լինում ստի և կեղծիքի։ Կառավարությունը ներկայացնում է մեկ ծրագիր, իրագործում է ամբողջովին այլ գործողություն»,- նշեց Աուդիտորների պալատի նախագահը՝ հավելելով, որ ոչ մի սպասելիք չունի նաև նոր ծրագրից ու, առավել ևս, դրա արդյունքներից։
