Հունիսի 20-ի ընտրություններից հետո իշխանությունը, գիտակցելով, որ պաշտոնական ընդդիմությունը փոխվել է՝ ասպարեզ է եկել ավելի արմատական կազմ, որն առավել հավակնոտ է, քան նախկինը, քանի որ նրանք 2018-ին գալիս էին ԱԺ-ին մաս կազմելու ծրագրով, իսկ նորի նպատակն իշխանություն վերցնելն է, եւ հիմա որոշակիորեն հուսախաբված են ե՛ւ իրենք, ե՛ւ իրենց ընտրողը, ուստի պետք է ինքնահաստատվեն եւ ամեն ինչ անեն՝ հետագայում ողջ իշխանությունը գրավելու համար։ Նման ծրագրով եկած ընդդիմությունը չի գնալու կոմպրոմիսների, աչք չի փակելու իշխանության սխալների վրա։

Եվ իշխանությունը, հունիսի 20-ից սկսած, սկսել է քննարկել ընդդիմությանը չեզոքացնելու, կոտրելու, հակազդելու, հնազանդեցնելու հարցերը։ Նիկոլ Փաշինյանը գծագրել է նոր ԱԺ-ի սխեման եւ աշխատաոճը դեռեւս հուլիս ամսին՝ պարբերաբար իր մոտ հրավիրելով թիմի ղեկավար կազմին եւ քննարկելով այդ հարցերը։ Այդ ժամանակ էլ վերջնականապես հաստատվել է ԱԺ ղեկավար կազմը․ Ալեն Սիմոնյան՝ որպես Փաշինյանից հետո երկրորդ «հռետոր», որը նաեւ բավարար ագրեսիվ է եւ կարող է սանձել ընդդիմությանը, ԱԺ փոխնախագահներ՝ ծեծելու փորձ ունեցող Արշակյան եւ գոռալու ու հակադրվելու ունակ Ռուբինյան։ Առանձնացվել է ԱԺ «բետեեռների» ջոկատը՝ Հայկ Սարգսյան, Վահագն Ալեքսանյան, Վաղարշակ Հակոբյան, Նարեկ Բաբայան, Արսեն Պետրոսյան, Արսեն Թորոսյան, Հրաչյա Հակոբյան, Վահե Ղալումյան, Նարեկ Գրիգորյան, որոնք հարկ եղած դեպքում պետք է ծեծեն ընդդիմադիրներին։ Խոսքով ու գիտությամբ ընդդիմադիրներին «կրողների» թիմ՝ Վլադիմիր Վարդանյան, Բաբկեն Թունյան, Անդրանիկ Քոչարյան եւ այլք։ Նաեւ մշակվել է անվտանգության աշխատողներին լիարժեք օգտագործելու, լրագրողների տեղաշարժը սահմանափակելու սցենարը։
