Ռուսաստանը գալիս է այն մտքին, որ պետք է ուժեղացնել Հայաստանը
ANALYSISՌազմաքաղաքական վերլուծաբան Մհեր Հակոբյանն ընդգծում է, որ վերջին ամիսների աշխարհաքաղաքական զարգացումները և հատկապես Արևմուտքի հակառուսական նախաձեռնությունները, այդ թվում՝ «Ղրիմյան պլատֆորմ» գագաթնաժողովի գումարումը Ուկրաինայում, Թուրքիայի դիրքորոշումը Ղրիմի հարցում, այդուհանդերձ, Ռուսաստանին բերում են այն մտքին, որ նախ և առաջ իր շահերի համատեքստում անհրաժեշտ է ուժեղացնել Հայաստանը: «Արմենպրես»-ի հետ զրույցում Մհեր Հակոբյանն ասաց, որ Հայաստանի պաշտպանության նախարարի ակտիվ շփումները ռուսաստանցի գործընկերների հետ և հատկապես ՌԴ պաշտպանության նախարարի հայտարարությունները հայկական բանակի վերազինման և արդիականացման մասին ուրախալի ու ողջունելի են:
«Հուսանք, որ մեր շահերը միայն կհամընկնեն Ռուսատանի հետ, և մենք, ստանալով այդ սպառազինությունը Ռուսաստանից, աստիճանաբար կուժեղանանք և ինչպես ես եմ սիրում ասել՝ երբ Ադրբեջանը սայթաքի՝ այդ սայթաքումից կկարողանանք օգտվել», - նշեց վերլուծաբանը:
Մհեր Հակոբյանը հավակնոտ է համարում պաշտպանության նախարար Արշակ Կարապետյանի այն հայտարարությունը, որ նախարարությունը հրաժարվել է հին սպառազինություն ձեռք բերելուց՝ հօգուտ նոր և որակյալ սպառազինության: Հակոբյանի կարծիքով՝ պրակտիկայում դա բավական դժվար կլինի անել:
Անդրադառնալով նախարարի առաջադրած մյուս կարևոր խնդրին, որ Հայաստանը պետք է կարողանա սեփական զենքը արտադրել, վերլուծաբանն ասաց, որ «զենք» ասվածը շատ լայն հասկացություն է, քանի որ դրա տակ կարելի է հասկանալ ե՛ւ սովորական հրաձգային զինատեսակները, որպիսիք կարող են հավաքել գրեթե բոլոր երկրներում, ե՛ւ անօդաչու թռչող սարքերը, ռազմական օդանավերը կամ ծանր զինտեխնիկան, որոնց արտադրությունը շատ ավելի բարդ է:
«Անշուշտ, իդեալում բոլոր պետություններն էլ ձգտում են իրենց զենքը արտադրել, բայց «զենք» հասկացությունը այնքան տարբեր տեսակներից է կազմված, որ նախարարը կարող է այդպես ասել, և իրոք արտադրենք: Բայց խնդիրն այն է, թե մեր այդ արտադրանքի մեջ մեր իրական բանակային կարիքների համար պետքական զենքը քանի՞ տոկոս կլինի, կգերակշռի՞, թե՞ չի գերակշռի, և այլն: Այլ խոսքերով՝ նախարարը շատ ընդհանրական բան է ասել, և կոնկրետացման կարիք կա», - մեկնաբանեց Մհեր Հակոբյանը:
Օգոստոսի 11-ին Մոսկվայում ընդունելով ՀՀ պաշտպանության նախարար Արշակ Կարապետյանի գլխավորած պատվիրակությանը՝ Ռուսաստանի Դաշնության պաշտպանության նախարար Սերգեյ Շոյգուն շնորհավորել էր իր հայ գործընկերոջը պաշտպանության նախարարի պաշտոնը ստանձնելու կապակցությամբ, իսկ հանդիպման ավարտին դաշույն էր նվիրել Կարապետյանին՝ հայտարարելով. «Կարող ենք համարել, որ Հայաստանին սպառազինության մատակարարման գործընթացը մեկնարկած է»:
Օգոստոսի 24-ին, Մոսկվա կատարած աշխատանքային այցի շրջանակներում, Հայաստանի պաշտպանության նախարարը մասնակցել էր «Արմիա-2021» ռազմաարդյունաբերական ցուցահանդեսին՝ լրագրողներին ասելով, որ Ռուսաստանը լիակատար աջակցություն է ցուցաբերում Հայաստանի Զինված ուժերի արդիականացման և վերազինման հետ կապված հարցերում, և ինքը «չէ» բառ չի լսել ռուս գործընկերներից:
