Արցախի ողջ տարածքում բջջային կապի ու համացանցի խափանումներ կան, որոշ համայնքներում կապը բացակայում է. Արցախի ՄԻՊ
SOCIETYԱրցախի Հանրապետության ամբողջ տարածքում հեռահաղորդակցության միջոցները, մասնավորապես՝ բջջային կապն ու համացանցը, տևական ժամանակ է աշխատում են խափանումներով, որոշ համայնքներում բնակչությունը ամբողջությամբ զրկված է կապի հասանելիությունից։ Այս մասին ֆեյսբուքյան իր էջում հայտնում է Արցախի ՄԻՊ Գեղամ Ստեփանյանը:
«Հաշվի առնելով խնդրի վերաբերյալ ստացված բազմաթիվ ահազանգերը՝ Մարդու իրավունքների պաշտպանի աշխատակազմի կողմից իրականացվել է ուսումնասիրություն, մասնավորապես հարցի վերաբերյալ պարզաբանումներ են ստացվել ԱՀ տարածքային կառավարման և ենթակառուցվածքների նախարարության համապատասխան ստորաբաժանումներից և «Ղարաբաղ Տելեկոմ» ՓԲԸ-ից։
Հավաքագրված փաստերը վկայում են, որ բջջային կապի և համացանցի հասանելիությունը Արցախի տարածքում խլացվում է ադրբեջանցիների կողմից հեռահաղորդակցության ոլորտում ծառայություններ մատուցող ընկերությունների կողմից օգտագործվող հաճախականությունների և տեխնիկական միջոցների վրա ներազդելու եղանակով։
Ադրբեջանը օգտագործում է ցանկացած մեթոդ Արցախի բնակչության իրավունքները ոտնահարելու և անհարմարություններ պատճառելու նպատակով: Կոնկրետ այս պարագայում ադրբեջանական կողմի գործողությունները խոչընդոտներ են ստեղծում Արցախի ժողովրդի՝ հեռախոսային և հաղորդակցության այլ ձևերից օգտվելու ազատության և տեղեկացված լինելու իրավունքի համար։
ՄԻՊ աշխատակազմ ստացված պարզաբանումների համաձայն՝ հարցը ներակայացվել է ռուս խաղաղապահների ուշադրությանը, պետական իրավասու մարմինների կողմից աշխատանքներ են տարվում տեխնիկական հզորությունների կատարելագործման և ստեղծված իրավիճակը շտկելու ուղղությամբ»,- հայտնել է Արցախի մարդու իրավունքների պաշտպանը։
