Սիրելի՛ հայ ժողովուրդ,
30 տարի առաջ՝ 1991թ. սեպտեմբերի 2-ին համազգային կամքով հռչակվեց Արցախի Հանրապետության անկախությունը։
Այս պատմական օրվա, նվիրական տոնի առթիվ շնորհավորում եմ Արցախի հերոսական ժողովրդին, նրա ռազմա-քաղաքական ղեկավարությանը, աշխարհասփյուռ հայությանը։
Գլուխ եմ խոնարհում Արցախ աշխարհի խաղաղության համար անմահացած բոլոր հայորդիների հիշատակի առաջ՝ հատուկ ընդգծելով, որ Արցախի անկախության, նրա հայկականության համար առաջին հերթին պարտական ենք հազարավոր այն նվիրյալներին, որոնք իրենց արյունով գրեցին մեր ժողովրդի, նրա արցախյան հատվածի ազատության պատմությունը։
Քանի Արցախը հայկական է, քանի նրա սրբազան հողում ծնվում են մանուկներ, հայն իր ձեռքով տուն ու այգի է կառուցում, անսասան է մնալու արցախահայության ազատության ձգտումը, Սեպտեմբերի 2-ի ընտրությունը։
Ուստի յուրաքանչյուրս առավելագույն նվիրումով պետք է շարունակենք գտնվել Արցախի, արցախցու կողքին՝ նպաստելով հայկական երկրորդ հանրապետության բարգավաճմանը, նրա քաղաքացիների բարեկեցությանը, հայկական երկրորդ հանրապետության միջազգային ճանաչմանը և ի վերջո նոր հաղթանակների կերտմանը։
Հանուն մեր սուրբ նահատակների հիշատակի մեր պատգամը մեկը պետք է լինի՝ ապրել և ապրեցնել հայրենի հողը։
