Ֆիննախը 228 ստուգմամբ պետբյուջե գանձման է առաջադրել ավելի քան 17 միլիարդ դրամ

Այս տարվա ընթացքում ՀՀ ֆինանսների նախարարության ստուգումների կազմակերպման և դիտարկման վարչության կողմից նաև նախարարության այլ ստորաբաժանումների հետ համատեղ իրականացրած 228 ստուգմամբ արձանագրվել և պետբյուջե գանձման է առաջադրվել ավելի քան 17 մլրդ դրամ լրացուցիչ հարկային պարտավորություն` նախորդ տարվա 3 միլիարդ 400 միլիոն դրամի դիմաց կամ միջինը մեկ ստուգման արդյունքով հայտնաբերվել է շուրջ 75 մլն դրամ` նախորդ տարվա 27 մլն դրամի փոխարեն:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ՖՆ տեղեկատվության և հասարակայնության հետ կապերի բաժնից, ստուգումների կազմակերպման և դիտարկման վարչության պետ Սամվել Ավետիքյանը նշել է, որ հայտնաբերված գումարների շուրջ 10 մլրդ դրամն արդեն վերականգնվել է պետբյուջե (շուրջ 4 մլրդ դրամն արձանագրվել է ընթացիկ տարվա IV-րդ եռամսյակում): «2015-ի բարձր ցուցանիշներն արդյունք են հատկապես ստուգումների ընթացքում կիրառվող նորարարական մոտեցումների: Ֆինանսների նախարարի հանձնարարությամբ վարչությունն ակտիվ համագործակցել է այլ նախարարությունների, պետական գերատեսչական հիմնարկների և տեղական ինքնակառավարման մարմինների, ինչպես նաև օտարերկրյա պետությունների հարկային և մաքսային մարմինների հետ»,-ընդգծել է Սամվել Ավետիքյանը:

Այսպես, հսկողական գործառույթների ընթացքում կատարվել է պետական գերատեսչությունների 328 և օտարերկրյա 24 հարցում, ինչպես նաև համանման գործունեություն իրականացնող կամ նույն ապրանք ներկրող-իրացնող ավելի քան 100 կազմակերպությունների: Ստուգումների կազմակերպման և դիտարկման վարչությունն իր գործառույթներն իրականացնելու շրջանակում դիտարկել է Ֆինանսների նախարարության այլ ստուգող ստորաբաժանումների իրականացրած ավելի քան 1400 ստուգման ընթացք, որի արդյունքում վարչության մասնագետների մատնանշած ուղղություններով արձանագրվել է շուրջ 250 մլն դրամ լրացուցիչ հարկային պարտավորություն: Հսկողություն է իրականացվել անշարժ գույքի օտարման մասով առաջացող հարկերի հաշվարկների նկատմամբ: Վերլուծությունների և ուսումնասիրությունների արդյունքում ի հայտ եկած թերությունները շտկելու նպատակով 5 դեպքով ներկայացված ճշտգրտված հաշվետվություններով բյուջե է վերականգնվել 146 մլն դրամ հարկ: Ստուգումների կազմակերպման և դիտարկման վարչությունն ընթացիկ տարում իրականացրած 240 ուսումնասիրություններով` պահանջված  47,2 մլրդ դրամից հաստատել է վերադարձման ենթակա շուրջ 40 մլրդ դրամ ԱԱՀ-ի գումար:

Տարվա ընթացքում ԱԱՀ զրոյական դրույքաչափով հարկվող գործարքների մասով բյուջեից վերադարձվել է 43,7 մլրդ դրամ` նախորդ տարվա 38,5 մլրդ դրամի դիմաց, կամ 5,2 մլրդ դրամով ավել: 2015թ. հունիսից գործող օրենքի համաձայն, հիպոթեքային վարկի տոկոսների մարման նպատակով շուրջ 300 մլն դրամ եկամտային հարկի գումար է վերադարձվել` կառուցապատողներից անշարժ գույք ձեռք բերած ֆիզիկական անձանց: Սամվել Ավետիքյանի խոսքով` վարչությունն առանձնակի ուշադրություն է դարձնում նաև վերջին 3 տարիներին ստուգումների ցանկում չընդգրկված կազմակերպությունների տնտեսական գործունեութ յանը. «Ֆինանսների նախարարությունը վճռական է խախտումներ և թերհայտարարագրումներ թույլ տված տնտեսվարողներին բացահայտելու հարցում»:
