«Ժողովուրդ» օրաթերթը գրում է. Հայաստանի 3-րդ Հանրապետության անկախության օրվա կապակցությամբ, ի թիվս մի շարք զինվորականների ու հանուն հայրենիքի կյանքը զոհած հերոսների, պետական բարձր կոչումներ ու մեդալներ են ստացել նաեւ իրավապահ, մշակույթի, շինարարության, կրթության ոլորտի, մասնավոր ընկերությունների մի շարք աշխատակիցներ: «Ժողովուրդ» օրաթերթի տեղեկություններով՝ հատկապես իրավապահ ու ուժային համակարգի ներկայացուցիչները նախագահ Արմեն Սարգսյանի կողմից շնորհված մեդալների ու բարձր պարգեւների մասով խիստ անհամաձայնություններ ունեն միմյանց հետ հենց համակարգի ներսում:

Ոստիկանության, դատական համակարգի, Ռազմական ոստիկանության՝ պարգեւի արժանացած ծառայողներին հանդիպմանել են նրանց գործընկերները՝ ասելով, թե ստորացուցիչ պարտությունից, հազարավոր զոհեր, վիրավորներ ու անհետ կորածներ ունենալուց հետո ինչպես կարող էին որեւէ մեդալ կամ պարգեւ ընդունել: Նրանց մեծ մասի կարծիքով՝ Անկախության տոնի առթիվ մեդալներ, պատվոգրեր ու կոչումներ պետք է բացառապես զինվորականները, բժիշկներն ու նահատակված երիտասարդները ստանային հետմահու:

Մեր զրուցակցի փոխանցմամբ՝ ուժային կառույցների որոշ ներկայացուցիչներ անգամ ասել են, որ եթե պարգեւատրվածները մի քիչ «թասիբ» ունենային, ոչ միայն նախագահական չէին գնա ու ծաղիկները ձեռքներին՝ հպարտ կեցվածքով չէին լուսանկարվի, այլեւ լսելուն պես, որ պարգեւատրվում են, միանգամից կհրաժարվեին բոլոր տեսակի մեդալներից:
