ԱՄՆ-ի Կոնգրեսում ընդունվեցին հայանպաստ օրինագծեր

ԱՄՆ Ներկայացուցիչների պալատի Օրենքների հանձնաժողովը թույլատրեց լիագումար նիստի քննարկմանն ու քվեարկությանը հանել հայանպաստ մի շարք օրենսդրական նախաձեռնություններ, հայտնում է «Ամերիկայի Ձայնը»։

ԱՄՆ Ներկայացուցիչների պալատի Օրենքների հանձնաժողովը կողմ հանդես եկավ Ազգային պաշտպանության լիազորությունների մասին օրինագծի քննարկման շրջանակում Հայկական հանձնախմբիկոնգրեսականների ներկայացրած հայանպաստ մի շարք օրենսդրականփոփոխությունների նախագծերին՝ այսպիսով թույլ տալով դրանց ընդգրկումը Ներկայացուցիչների պալատի լիագումար նիստի քննարկմանը: Կոնգրեսականներ Թոնի Քարդենասի, Ադամ Շիֆի և Բրեդ Շերմանի նախագիծը կոչ է անում անհապաղ ազատ արձակել Ադրբեջանում պահվող հայ ռազմագերիներին և կալանավորվածներին, ինչպես նաև հետաքննություն անցկացնել անօդաչու թռչող սարքերում ամերիկյան տեխնոլոգիաների կիրառման վերաբերյալ:

Օրենքների հանձնաժողովը նաև թույլատրեց Ներկայացուցիչների պալատի լիագումար նիստի քվեարկությանը դնել կոնգրեսականներ Ֆրենկ Փալոնի, Դեյվիդ Վալադաոյի, Դինա Տիտուսի և Ջիմ ՄակԳովերնի փոփոխությունների նախագծերը:

Հիշեցնենք, որ Կարդենաս-Շիֆ-Շերման փոփոխության նախագծում ասված է, որ Ադրբեջանը պետք է անհապաղ և անվերապահորեն վերադարձնի բոլոր հայ ռազմագերիներին և գերևարված քաղաքացիական անձանց: Այն նաև պահանջում է պաշտպանության նախարարից զեկույց ներկայացնել 2020 թ.-ի պատերազմի ժամանակ թուրքական անօդաչու թռչող սարքերում ամերիկյան տեխնոլոգիաների օգտագործման վերաբերյալ: Երկկուսակցական օրենսդրական այս նախաձեռնությունն աջակցել են ավելի քան տաս կոնգրեսականներ:

«Շատ կարևոր է, որ լիարժեք հաշվետվություն ունենանք փաստերի վերաբերյալ, երբ փորձում ենք պատասխանատվության ենթարկել Ադրբեջանին Լեռնային Ղարաբաղում անցած տարի կատարած գործողությունների համար: Ուրախ եմ, որ սերտորեն աշխատել եմ կոնգրեսականներ Շիֆի և Շերմանի հետ՝ այսպիսի օրինագիծ պատրաստելու ուղղությամբ», – ասել է կոնգրեսական Քարդենասը:

Կոնգրեսական Ֆրենկ Փալոնի օրենսդրական նախաձեռնությունը պահանջում է պաշտպանության նախարարից պետքարտուղարի հետ համագործակցությամբ պատրաստել զեկույց՝ անդրադառնալով այն պնդմանը, որ օտարերկրյա պետությունների որոշ զինված ստորաբաժանումներ, որոնք մասնակցել են անվտանգության համագործակցության ծրագրերի 333-րդ հոդվածի համաձայն, կատարել են մարդու իրավունքների կոպիտ խախտումներ ԱՄՆ-ի կողմից անվտանգության աջակցության տրամադրման ժամանակ կամ դրանից առաջ:

Դեյվիդ Վալադաոյի առաջարկած օրեսդրական փոփոխությունն էլ պահանջում է 180 օրվա ընթացքում հաշվետվություն տրամադրել Լեռնային Ղարաբաղում ԱՄՆ-ի մարդասիրական բոլոր ծրագրերի մասին, իսկ կոնգրեսական Դինա Տիտուսի հեղինակությամբ նախագիծըպետքարտուղարից պահանջում է հաշվետվություն Թուրքիայի ՛՛Գորշ գայլեր՛՛ կազմակերպության գործունեության մասին, որոնք ձեռնարկվել են ԱՄՆ, դաշնակիցների և միջազգային գործընկերների շահերի դեմ: Նախագիծն առաջարկում է ուսումնասիրել այս կազմակերպությունը ահաբեկչական խմբավորում ճանաչելու հարցը։

Կոնգրեսական Ջիմ ՄաքԳովերնի օրենսդրական նախագիծն էլ միտված է փոփոխություններ առաջարկել Մարդու իրավունքների հաշվետվողականության գլոբալ օրենքում, հայտնի որպես Մագնիցկի Ակտ, որով կթույլատրվի պատժամիջոցներ կիրառել մարդու իրավունքների լուրջ խախտումներ իրականացրած կամ կոռումպացված անձանց հանդեպ:

Այս փոփոխությունները կքվեարկվեն Ներկայացուցիչների պալատում Ազգային պաշտպանության լիազորությունների մասին օրենքի (H.R.4350) քննարկման ժամանակ, որը կարող է սկսվել արդեն մոտ օրերս:
