ԵԽԽՎ սեպտեմբերի 27-ի լիագումար նիստի սղագրության մեջ ներառված ելույթիս հայերեն թարգմանությունը (անգլերեն տարբերակի հղումը՝ մեկնաբանություններում):
 
Ելույթը վերաբերվում էր արտահերթ ընտրությունների մասին զեկույցին:
 
«Հարգելի տիկնայք և պարոնայք,
 
Մենք այստեղ բոլորս քաղաքական գործիչներ ենք, բայց վստահաբար կարող եմ ասել, որ ձեզանից և ոչ ոքի մտքով չի անցել, որ մուրճը կարող է քաղաքական բանավեճի գործիք լինել։ Որպեսզի իմանաք, մուրճը իշխող կուսակցության առաջնորդի գլխավոր գործիքն էր 2021 թվականի հունիսին Հայաստանում անցկացված արտահերթ խորհրդարանական ընտրությունների քարոզարշավի ընթացքում։ Եվ խոսքս, բնավ, փոխաբերական իմաստ չունի։ Նիկոլ Փաշինյանը Հայաստանի բոլոր մարզերում հանրահավաքներ էր անցկացնում՝ մուրճն իր գլխավերևում թափահարելով։ «… մուրճը, առաջին հերթին, ձեր գլխին կկոտրվի...»,- ասաց նա՝ ընդդիմության կողմնակիցների մասին խոսելիս։ Իսկապես, մուրճը դարձավ Հայաստանում անցկացված արտահերթ խորհրդարանական ընտրությունների խորհրդանիշը։
 
Ինչպես կարող եք տեսնել զեկույցում օգտագործված «...մրցունակ և ընդհանուր առմամբ լավ կազմակերպված» սահմանումը մուրճի սպառնալիքի ներքո անցկացված ընտրությունների նկարագրման լավագույն տարբերակը չէ։ Նման ձևակերպումը շատ վատ և վտանգավոր ազդակ է բոլոր այն երկրների իշխանություններին, որոնք անարդար ընտրություններ անցկացնելու ցանկություն ունեն։
 
Միջազգային կառույցների լռությունը հանգեցրեց «մուրճի» ֆիզիկական կիրառմանը։ Ընդդիմությանը սատարող տեղական իշխանությունների ներկայացուցիչներից մեկին ծեծի ենթարկեցին մարզպետի գրասենյակում։ Հայաստանում բոլորը գիտեն այդ դեպքի մասին, մինչդեռ անվտանգության տեսախցիկները խորհրդավոր կերպով կոտրվել են։ Գործընթացը շարունակվում է անգամ խորհրդարանի գործող անդամների նկատմամբ. իմ գործընկեր պարոն Արմեն Գևորգյանին, ով ՀՀ Ազգային ժողովի ընդդիմադիր խմբակցության և Հայաստանի պատվիրակության անդամ է, քաղաքական դրդապատճառներով հարուցված քրեական մեղադրանքների պատճառով թույլ չտրվեց մասնակցել ԵԽԽՎ նստաշրջանին։ Փաստացի, խորհրդարանի ընդդիմադիր ներկայացուցիչների գրեթե 60%-ին արգելված է լքել երկիրը։
 
Այսօրը՝ սեպտեմբերի 27-ը, իմ երկրի համար ծանր օր է։ Մեկ տարի առաջ այս օրը Ադրբեջանը Թուրքիայի աջակցությամբ պատերազմ սկսեց Լեռնային Ղարաբաղի հանրապետության դեմ։ Պատերազմ՝ խաղաղ բնակչության դեմ։ Պատերազմ՝ Մերձավոր Արևելքից եկած վարձկանների և արգելված զինատեսակների կիրառմամբ։ Պատերազմ, որը հանգեցրեց Լեռնային Ղարաբաղի մասնակի օկուպացիայի և էթնիկ զտումների:
 
Իշխանության որոշ ներկայացուցիչներ փորձում են Հայաստանում տեղի ունեցած արտահերթ խորհրդարանական ընտրությունների արդյունքները ներկայացնել որպես Ադրբեջանի և Լեռնային Ղարաբաղի միջև 44-օրյա պատերազմի արդյունքների հետ համակերպում։ Որպես ԵԽԽՎ-ում իմ երկրի ներկայացուցիչ՝ ես պարտավոր եմ բարձրաձայնել հայության դիրքորոշումը. Լեռնային Ղարաբաղի վերջնական կարգավիճակը պետք է որոշվի Արցախի ժողովրդի ինքնորոշման իրավունքի հիման վրա և Լեռնային Ղարաբաղի տարածքների դեօկուպացիան անխուսափելի է։»
 
Ինչպես տեղեկացրել էի՝ ընդդիմադիր պատգամավորները հրաժարվել էին մեկնել Ստրասբուրգ Արմեն Գևորգյանի նկատմամբ իրականացված ապօրինի արգելքի պատճառով:
