«Փաստ»  օրաթերթը գրում է

Հանրային ծառայությունները կարգավորող հանձնաժողովը ուսումնասիրում է ջրի սակագնի բարձրացման վերաբերյալ «Վեոլիա ջրի» հայտը։ Նախատեսվում է ջրի սակագինն ավելի քան 40 դրամով բարձրացնել: Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը, անդրադառնալով ջրի սակագնի հնարավոր թանկացման ազդեցությանը, «Փաստի» հետ զրույցում նշեց. «Մենք հարկերով, նաև մասսայական սպառման ենթակա ապրանքների գնաճով անընդհատ ծանրաբեռնում ենք բնակիչներին: Ջրի սակագնի բարձրացումը աղքատության ավելացմանն է հանգեցնելու: Երբ մարդու տնօրինվող եկամուտները չեն ավելանում, բայց ծախսերն ավելանում են, հետևանքը աղքատության ավելացումն է:

Ընդ որում, առաջնային սպառման շատ ապրանքներ անգամ կրկնակի և ավելի են բարձրացել, ու խոսքը վիճակագրական կոմիտեի ցուցանիշների մասին չէ: Ջուրը գումարվելու է այս ամենին ու հանգեցնելու է աղքատության, իսկ աղքատությունը հանգեցնելու է նրան, որ սպառում չեն կարողանալու իրականացնել. եթե 40 դրամների հանրագումարը կարող էր մտնել տնտեսության հատված, այս դեպքում ուղղվելու է ջրի սակագնին: Իհարկե, որոշակի հարկեր դեպի բյուջե գեներացվելու են այնտեղից:

Այս առումով, կարծում եմ, որոշակի ներքին պայմանավորվածություններ կան «Վեոլիա ջրի» հետ: Կարծում եմ՝ կուլիսների հետևում կառավարությունը պայմանավորվածության է եկել «Վեոլիա ջրի» հետ, այսինքն՝ որոշակի ներդրումների դիմաց թույլ տալ ջրի գնի սակագնի բարձրացում իրականացնել»:

Սարգսյանը նաև հավելեց, որ ջրի սակագնի բարձրացումն ազդեցություն է ունենալու հատկապես այն բիզնեսների վրա, որտեղ ինքնարժեքի ձևավորման մեջ ջուրը կարևորագույն բաղադրիչ է. «Այն կազմակերպությունները, որոնց գործունեությունն անմիջապես ջրի սպառման հետ է կապված, կթանկացնեն ապրանքները: ՀՀ-ում վաճառվող այդ ապրանքները կթանկանան, իսկ արտահանվող ապրանքների պարագայում կա՛մ պետք է գինը բարձրացնեն ու դառնան ոչ մրցունակ, կա՛մ շուկայից դուրս մղվեն»:
