Պաշտպանության նախկին փոխնախարար, ՀՀԿ անդամ Արտակ Զաքարյանը ֆեյսբուքյան  իր  էջում  գրում է.

Կապիտուլյանտն այսօր նորից հին երգերն է երգում Շուշիում բնակելի տներ «չկառուցելու» մասին։ Այս մարդը, մի ողջ ժողովրդի հիմարի տեղ դնելու վարպետ է դարձել։
 
Շուշին վերականգնելու, զարգացնելու, վերաբնակեցնելու, նրանում բնականոն քաղաքացիական կյանք ապահովելու համար բազմաթիվ ծրագրեր են իրականացվել։
 
Ընդհուպ մինչև հայտնի դարձած և միջազգային ճանաչում ձեռքբերող թանգարաններ են բացվել, մշակութային և զբոսաշրջային կենտրոններ են ստեղծվել։ Շուշին վերագտել էր իր հայկական շունչն ու դեմքը։ Բազմաթիվ սոցիալական բնակարաններ են շահագործման հանձնվել, զինծառայողների համար իրականացվել են բնակարանային տարբեր ծրագրեր։ Անհատ մարդիկ և բիզնես սեկտորը հարյուրավոր շինարարական ծրագրեր է իրականացրել։ Քաղաքի բարեկարգման աշխատանքներն ամեն տարի առաջ էին գնում և այլն։
 
 
ժամերով կարելի է խոսել նախորդ 25 տարիներին,Շուշիում, Հադրութի շրջանում, Թալիշում, Մատաղիսում,Քարվաճառում և կապիտուլյանտի կողմից հանձնված այլ բնակավայրերում իրականացված վերանորոգչական աշխատանքների ու կառուցապատումների մասին։
 
Կամ եթե նույնիսկ, ենթադրենք բացարձակ ոչինչ չի արվել, դա նշանակում է արդյո՞ք, որ պետք է քաղաքը տայիր թուրքի՞ն։ Նիկոլի հենց այս հարցադրումը, ևս մեկ անգամ վկայում է այն մասին, որ ի սկզբանե նպատակ ուներ թուրքին տեսնել Շուշիում։
 
Հարցն այն է, որ կապիտուլյանտն Արցախը հանձնելու իր հանցավոր մեղքերն է ցանկանում թաքցնել՝ կեղծելով ոչ հեռու անցյալը։
Ինձ հիմա հետաքրքիր է, թե ի՞նչ է ասելու այս առումով Արցախի գործող նախագահ, շատ երկար տարիներ Արցախի վարչապետ Հարությունյանը։ Ինքը համաձա՞յն է արդյոք կապիտուլյանտի այս քննադատությանը, որի ուղիղ հասցեատերը նաև ինքն է (որպես Արցախի վարչապետ)։
