Ոստիկանությունը կոռուպցիոն ապօրինություններ է բացահայտել Վայոց ձորի մարզում (տեսանյութ)

Քրեական ոստիկանության կոռուպցիոն և տնտեսական հանցագործությունների դեմ պայքարի վարչությունում ստացված տեղեկությունների հիման վրա նախապատրաստված նյութերով ձեռք են բերվել փաստական տվյալներ, որ Վայոց ձորի մարզպետարանն՝ ի դեմս աշխատակազմի ղեկավարի, 2014 թ. սեպտեմբերին դիմում է ներկայացրել նույն մարզի Խնձորուտ համայնքի ղեկավարին՝ համայնքում ոռոգման ջրագիծ կառուցելու նպատակով շինարարության թույլտվություն տալու համար, ինչի հիման վրա համայնքի ղեկավարի կողմից մարզպետարանին 2014 թ. հոկտեմբերին տրվել է շինարարության թույլտվություն։ Այս մասին հայտնում է Ոստիկանությունը:

Նման պայմաններում մարզպետարանի իրավասու պաշտոնատար անձինք, անձնական այլ շահագրգռվածությունից ելնելով, պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելով, խախտել են «Գնումների մասին» ՀՀ օրենքը և արտակարգ կամ չնախատեսված այլ իրավիճակից գնման անհետաձգելի պահանջ ծագած չլինելու պարագայում մարզպետարանի ֆինանսական վարչության պետին բանավոր հանձնարարել են մեկ անձից գնում կատարելու ընթացակարգով պայմանագիր կնքել Վայքի քաղաքապետին փաստացի պատկանող ընկերության հետ։ Այնուհետև մարզպետարանի և նույն ընկերության միջև կնքվել է 22 միլիոն 402 հազար դրամի պայմանագիր, իսկ 2014 թ. նոյեմբերին կապալառուի կողմից կատարման ենթակա աշխատանքների գինը, առանց որևէ հիմնավորման, ավելացվել է ևս 4 միլիոն 595 հազար դրամով՝ կազմելով մոտ 27 միլիոն դրամ։

Այնուհետև նույն պաշտոնատար անձինք, պաշտոնից բխող իրենց հեղինակությունն օգտագործելու միջոցով, ներգործել են ավարտված շինարարական օբյեկտը շահագործման ընդունող հանձնաժողովի նախագահ, մարզպետարանի քաղաքաշինության վարչության պետի ու անդամների վրա և, փաստացի կապալի պայմանագրով նախատեսված աշխատանքները դեռևս սկսված չլինելու պայմաններում, վերջիններիս դրդել են ստորագրել իրականությանը չհամապատասխանող՝ աշխատանքներն ամբողջությամբ կատարված լինելու վերաբերյալ կեղծ ակտ, ինչից հետո մարզպետն իր ստորագրությամբ 2014 թ. դեկտեմբերին այն հաստատել է:

Դրանից հետո, ընկերության տնօրինությունը, օգտագործելով արդեն իսկ վճարված մոտ 27 միլիոն դրամի նկատմամբ ունեցած լիազորությունները, հափշտակություն կատարելու դիտավորությամբ Խնձորուտ համայնքի ոռոգման ջրագծի կառուցման աշխատանքները սկսել է միայն 2015 թ. երկրորդ կիսամյակում, ապա ծավալաթերթ-նախահաշվով սահմանված՝ 1515 մետր երկարությամբ ջրագծի շինարարական աշխատանքները կատարել է շուրջ 315 մետր ծավալով պակաս։ Այդ կերպ յուրացման եղանակով հափշտակել է տվյալ աշխատանքների համար իր օրինական տիրապետման ներքո գտնվող առանձնապես խոշոր չափերով՝ շուրջ 3 միլիոն 186 հազար դրամը, ինչի հետևանքով պետության օրինական շահերին պատճառվել է էական վնաս՝ անզգուշությամբ առաջացնելով ծանր հետևանքներ։

Դեպքերի առթիվ ՔՈԳՎ-ում հարուցվել է քրեական գործ, որն ուղարկվել է քննչական կոմիտե:
