«Փաստ» օրաթերթը գրում է

«Փաստը» ժամանակ առաջ նշել էր, որ Փաշինյանը ցանկանում է միանգամից փոխել մեծ թվով ՀՀ դեսպանների, որոշ տեղեկություններով՝ նույնիսկ գրեթե բոլորին: Մեր ունեցած տեղեկություններով, սակայն, նրան ուղիղ կերպով հասկացրել են, որ նման կերպ արտաքին հարաբերությունների պես փխրուն ու զգայուն ոլորտի հետ չեն վարվում, քանի որ հնարավոր չէ միանգամից ազատել այդքան մեծ թվով պրոֆեսիոնալ ու փորձառու դիվանագետների և նոր պրոֆեսիոնալներ գտնել ու նշանակել։ Ընդհանրապես, կադրային խնդիրը լուրջ հարց է դարձել իշխանությունների համար ոչ միայն այլ ոլորտներում, այլև նույնիսկ ԱԳՆ-ում: Ասվածի վառ օրինակ է այն հանգամանքը, որ տևական ժամանակ է՝ չեն կարողանում ԱԳ փոխնախարարներ նշանակել:

Ըստ մեր աղբյուրների, շատ պրոֆեսիոնալներ հրաժարվում են նման պատասխանատու պաշտոնում նշանակվել այս տուրբուլենտ փուլում։ Ավելին, արտգործնախարարության մեր աղբյուրի փոխանցմամբ, նախորդ շաբաթ ՀՀ երկու դեսպաններ, որոնց առաջարկել էին փոխնախարարի պաշտոն, նույնպես հրաժարվել են՝ նշելով, որ չեն ցանկանում Արարատ Միրզոյանի հետ աշխատել և կիսել հետագա զարգացումների պատասխանատվությունը։

Մյուս կողմից՝ բավականին լուրջ է վիճակը նաև ՌԴ-ում Հայաստանի դեսպանի հարցում։ Փաշինյանը, կարծես, ամեն կերպ ցանկանում է փոխել Վարդան Տողանյանին: Ինչպես արդեն առիթ ունեցել ենք գրելու, այդ պաշտոնին հավակնում էր պաշտպանության նախկին նախարար Վաղարշակ Հարությունյանը, որի թեկնածությանը սկզբունքորեն դեմ չէր Փաշինյանը: Սակայն, ըստ մեր տեղեկությունների, ռուսական կողմը «դաբրո» չի տվել Հարությունյանի թեկնածությանը։

Մեր ունեցած տեղեկություններով, այս պահին իշխանությունների ամենանախընտրելի թեկնածուն Մոսկվայի և Մերձմոսկովյան հայ համայնքների ղեկավար, գործարար, հասարակական գործիչ Արտյոմ Վարդանյանն է, ով, ըստ տարբեր տեղեկությունների, վայելում է վարչապետի տիկնոջ՝ Աննա Հակոբյանի վստահությունն ու հովանավորությունը։ Այս նշանակմամբ Հայաստանի իշխանություններն առաջին հերթին նպատակ ունեն ռուսաստանահայ գործարարների «սիրտը շահել» և նրանց դարձնել յուրօրինակ «փրկօղակ» իրենց համար:
