ՀՀ ազգային անվտանգության ծառայության կոռուպցիայի հակազդման և տնտեսական անվտանգության դեպարտամենտի ծառայողների հետևողական ու նպատակաուղղված օպերատիվ-հետախուզական աշխատանքների իրականացման արդյունքում փաստական տվյալներ են ձեռք բերվել, որ Երևան քաղաքի մի շարք բուժհաստատությունների պաշտոնատար անձինք, բժշկական գործունեության ոլորտում լիազորված լինելով կազմակերպել «Covid-19» համավարակի դեմ պատվաստման գործընթացը, Հայաստանի Հանրապետությունից տվյալ ժամանակ բացակայող մի շարք անձանց իբր բժշկական զննության ենթարկելու և պատվաստելու վերաբերյալ ակնհայտ կեղծ գրառումներ են կատարել պատվաստման համար հիմք հանդիսացող ամբուլատոր բժշկական քարտերում և  իրենց տնօրինմանը հանձնված «Covid-19» համավարակի համար նախատեսված տարբեր տեսակի պատվաստանյութերը չեն օգտագործել նպատակային նշանակությամբ, դրանցով պատվաստումներ չեն իրականացրել, այլ հիշյալ անձանց կողմից պատվաստված լինելու վերաբերյալ ակնհայտ կեղծ տեղեկություններ են մուտքագրել «ARMED» համակարգ, որի հիման վրա նշված համակարգում յուրաքանչյուր անձի անձնական տվյալներով և լուսանկարով ինքնաշխատ եղանակով կազմվել է պատվաստված լինելու վերաբերյալ սերտիֆիկատ:

Ինչպես տեղեկացնում է ԱԱԾ մամուլի կենտրոնը, հիշյալ դեպքերի առթիվ ՀՀ ԱԱԾ քննչական դեպարտամենտում հարուցվել են վեց քրեական գործեր՝ թվով վեց բուժհաստատություններում տեղի ունեցած չարաշահումների վերաբերյալ, որոնց շրջանակներում ձերբակալվել են երեք բուժաշխատողներ, նրանցից մեկին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի համապատասխան հոդվածների հատկանիշներով  և որպես խափանման միջոց է կիրառվել կալանավորումը:

Ձեռնարկվում են անհրաժեշտ դատավարական գործողություններ՝ դեպքի բոլոր հանգամանքները, ինչպես նաև կորոնավիրուսային համավարակի դեմ պատվաստումների գործընթացի հանցավոր սխեմայում ներգրավված անձանց ամբողջական շրջանակը պարզելու և նրանց արարքներին քրեաիրավական գնահատական տալու ուղղությամբ: Քննությանը համընթաց շարունակվում են նաև իրականացվել համապատասխան օպերատիվ-հետախուզական միջոցառումներ նմանօրինակ չարաշահումների հնարավոր դրսևորումները հայտնաբերելու և դրանց հետագա ընթացքը խափանելու ուղղությամբ: 

Ազգային անվտանգության ծառայությունը բնակչությանը հորդորում է զերծ մնալ ապօրինի ճանապարհով «Covid-19» համավարակի դեմ պատվաստված լինելու վերաբերյալ կեղծ փաստաթղթեր ձեռք բերելուց և դրանք օգտագործելուց՝ հիշեցնելով, որ այսօրինակ արարքները քրեորեն հետապնդելի են և առաջացնում են քրեական պատասխանատվություն:

Ազգային անվտանգության ծառայությունը տեղեկացնում է, որ նմանատիպ չարաշահումների արդյունքում իրական սպառնալիք է ստեղծվում համավարակի հետագա տարածման, բնակչության առողջության պահպանման նպատակով համապատասխան կանխարգելիչ ու հակահամաճարակային միջոցառումների իրականացման համար, և ի չիք է դառնում առողջապահական բնագավառում պետության կողմից ձեռնարկվող միջոցառումների արդյունավետությունը:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով՝ դատարանի՝ օրինական ուժի մեջ մտած դատավճռով:
