Երեկ Նիկոլ Փաշինյանը մի շարք համայնքներում համայնքապետերի ժամանակավոր պաշտոնակատարներ է նշանակել` ի կատարումն «Վարչատարածքային բաժանման մասին» ՀՀ օրենքի 2021թ․ հոկտեմբերի 6-ին ուժի մեջ մտած փոփոխությունների: Իմաստը հասկանալի է` լծակները վերցնել նախկին համայնքապետերի ձեռքից, որպեսզի ընտրությունների ժամանակ նրանք չկարողանան դրանք օգտագործել: Եվ հակառակը` լծակները տալ այն անձանց ձեռքը, ովքեր կաշխատեն բացառապես «Քաղպայմանագրի» թեկնածուի եւ ցուցակի օգտին:

Հունիսի 20-ի ընտրություններից հասկանալի դարձավ, որ վարչական ռեսուրսն է ամեն ինչ որոշողը, եւ անգամ պատերազմում պարտված ու մեծաթիվ զոհերի պատճառ դարձած իշխանությունները կարող են հաղթել, եթե վարչական ռեսուրսն իրենք են տնօրինում: Սակայն ԺՊ-ների ցանկում ուշագրավ նշանակումներ կան:

Ջերմուկում, օրինակ, նշանակվել է Վահագն Արսենյանը` ՀՀԿ-ական նախկին պատգամավոր, «Ջերմուկ գրուպի» սեփականատեր Աշոտ Արսենյանի որդին։ Ուշագրավ է, որ Բադեն-Բադենը քարոզչական դրոշակ դարձրած Նիկոլ Փաշինյանի հույսը ՀՀԿ-ական երբեմնի ամենակարկառուն գործարարներից մեկն է, ով, որպես կանոն, ուղեկցում էր Սերժ Սարգսյանին Բադեն Բադեն կատարած ուղեւորությունների ժամանակ եւ հոգում նրա ծախսերը։ Ավելին՝ 2019-ին Վահագն Արսենյանի՝ զինծառայությունից ազատվելու հիմքով քրեական գործ էր հարուցվել՝ Քրօր․ 327 հոդվածի 2-րդ մասի 2-րդ կետի հանգամանքներով՝ փաստաթուղթ կեղծելու կամ խաբեության այլ ճանապարհով զինծառայությունից խուսափելու փաստի առթիվ:

Իսկ Վանաձորում քաղաքապետի ԺՊ է նշանակվել ատամնաբույժ Վանիկ Օհանյանը, որը նախկին ատամնաբույժ մարզպետ Անդրեյ Ղուկասյանի ընկերն է: Գյումրիում էլ տեղապահ է նշանակվել գործող մարզպետի սանիկը` Ալբերտ Մարգարյանը։
