Գեղարքունիքի մարզ ներխուժած ադրբեջանական ԶՈՒ-ն ՀՀ քաղաքացիներին պատկանող հողատարածքներում կառուցել է մեծ ապաստարաններ, կուտակել վառելափայտ, բետոնապատել են իրենց դիրքեր տանող ճանապարհները․ ՄԻՊ

Հայաստանի մարդու իրավունքների պաշտպան Արման Թաթոյանը հայտարարություն է տարածել՝ տեղեկացնելով Գեղարքունիքի հատված ներխուժած ադրբեջանական զինծառայողների իրականացրած գործողությունների մասին։

Հայտարարությունն ամբողջությամբ ներկայացնում ենք ստորև․

«ՀՀ Գեղարքունիքի մարզ ներխուժած ադրբեջանական զինված ուժերը կառուցել են մեծ ապաստարաններ, կուտակել են մեծ քանակությամբ վառելափայտ, բետոնապատել են իրենց դիրքեր տանող ճանապարհները:

Նրանց ակտիվությունը վերջին շրջանում շեշտակի է մեծացել։

Ավելին, շարունակում են նոր ճանապարհների կառուցումը, դիրքերում ավելացրել են զինծառայողների քանակն ու սպառազինությունը: Անընդհատ կատարում են դիրքային ամրացման և ինժեներական ակտիվ աշխատանքներ:

Խոսքը ՀՀ ինքնիշխան տարածքում ադրբեջանական անօրինական տեղակայման ու հանցավոր արարքների մասին է:

Նրանք ֆիզիկապես ներկա են հենց այն հողատարածքներում, որոնք պատկանում են ՀՀ քաղաքացիներին՝ օրինական փաստաթղթերով հաստատված իրավունքներով:

Այս տվյալները ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմի, այդ թվում՝ Գեղարքունիքի մարզային ստորաբաժանման փատահավաք աշխատանքների շրջանակում հաստատվել են հավաստի ապացույցներով ու մի քանի աղբյուրով ստուգված տվյալներով:

Սրանք ադրբեջանական այն դիրքերն են, որտեղից ադրբեջանական զինծառայողները ՀՀ քաղաքացիական բնակչության նկատմամբ կատարում են ահաբեկչական հանցավոր արարքներ. պարբերաբար կրակում են Գեղարքունիքի Վերին Շորժա, Սոթք, Կութ և մյուս գյուղերի ու մասնավորապես՝ քաղաքացիական տների վրա, զանգվածաբար հրդեհում քաղաքացիական բնակիչների արոտավայրերն ու խոտհարքները: Այս դիրքերի ծառայողներն են կատարել ՀՀ բնակիչների կենդանիների մեծաքանակ գողություններ:

Ադրբեջանական զինված ուժերի ներկայությունը ՀՀ գյուղերի հարևանությամբ ու այն էլ ՀՀ ինքնիշխան տարածքում բացահայտ հանցավոր բնույթի է, այն ինքնին ոտնահարում է գյուղերի բնակիչների կյանքի ու անվտանգ ապրելու, սեփականության, ընտանիքի եկամուտը վաստակելու և այլ կենսական իրավունքներ: Նրանց ներկայությունը խաթարում է մարդկանց խաղաղ կյանքը:

Ուստի, պետք է անհապաղ սկսվի ՀՀ սահմանների շուրջ անվտանգության ապառազմականացված գոտի ստեղծելու և ադրբեջանական զինված ծառայողներին ՀՀ գյուղերի հարևանությունից, համայնքների միջև ճանապարհներից անհապաղ հեռացնելու գործընթաց:

ՀՀ մարդու իրավունքների պաշտպանի այս առաջարկը տեղ է գտել միջազգային կոնկրետ փաստաթղթում՝ Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) 2021թ. սեպտեմբերի 27-ի թիվ 2391 (2021) բանաձևում: Այս մասին Մարդու իրավունքների պաշտպանը համապատասխան հաղորդումներ կուղարկի նաև միջազգային կառույցներին ու ՀՀ պետական մարմիններին, քաղաքացիական հասարակության կազմակերպություններին:

Ակնհայտ է, որ ադրբեջանական հանցավոր արարքների, մարդկանց իրավունքների կոպիտ խախտումների հիմքը, դրանց սնուցման աղբյուրը մեկն է. ադրբեջանական իշխանությունների հայատյաց ու թշնամանքի, էթնիկ զտումների ու ցեղասպան քաղաքականությունը»:
