Օրակարգային  առումով Սերժ Սարգսյան-Իլհամ Ալիեւ հանդիպումը  չառանձնացավ, փոխանակ քննարկում լիներ ղարաբաղյան խնդրի կարգավորման մեխանիզմների ու տրված  առաջարկների վերաբերյալ, ամբողջ քննարկումը ուղղված էր սահմանային լարվածությանը, ինչին  Ադրբեջանը հասցրեց իր սադրիչ գործողություններով։ Այս մասին NEWS.am-ի հետ զրույցում ասաց ԱԺ արտաքին հարաբերությունների հանձնաժողովի նախագահ Արտակ Զաքարյանը։

 Ըստ նրա՝ Ադրբեջանի ջանքերով խնդրի օրակարգը տեղափոխվեց այլ հարթություն։ Կողմերը քննարկում են՝ ինչպես մեղմել սահմանային լարվածությունը։ Այն դեպքում, երբ կողմերից մեկը հեղինակն է սահմանային լարվածության։

«Ադրբեջանը շարունակում է հայտարարել, թե Մինսկի խմբի ձեւաչափին կողմ է, բայց Ադրբեջանի իշխանությունները դեռեւս ղարաբաղյան խնդիրը պահում են իրենց ներքին հարցերը լուծելու համար,  ձգձգում են խնդիր կարգավորման ձեւաչափը՝ փոխադարձաբար Հայաստանին մեղադրելով ապակառուցողական  գործունեության մեջ։ Ես կարծում եմ որ  Ադրբեջանի  մոտեցումները սպառվում են։ Եւ առաջիկայում այն զարգացումները, որոնք տեղի կունենան Ադրբեջանում՝ տնտեսության թուլացում, էթնիկ խնդիրների  սրում, էներգետիկ դերակատարության նվազում,  սոցիալական հարցեր, լուրջ խնդիրների առջեւ են կանգնեցնելու Ալիեւի  իշխանությանը»,-ասաց Արտակ Զաքարյանը։

Ըստ նրա՝ վերնոշյալ խնդիրներից  կգումարվի այն, որ Ադրբեջանի հասարակությունը եւ զինուժը կտեսնեն, որ անկարող են արցախյան  ու հայաստանյան զինուժի դեմ   հաջողություն ներշնչող  գործողություն իրականացնել, ինչի դեպքում Ադրբեջանը ստիպված կվերադառնա բանակցությունների ձեւաչափին։

Հարցին, թե ստացվում է՝ հույսը պետք է դնել Ադրբեջանի տնտեսական, քաղաքական կյանքի թուլացմա՞ն վրա, Զաքարյանը պատասխանեց․ «Ոչ ինքներս մեր վրա, մեր զինուժի վրա ու դիվանագիտության վրա պիտի հույսներս դնենք։ Անկախ Ադրբեջանի լինել-չլինելուց մենք մեր երկրի զարգացման համար ջանքեր պիտի գործադրենք եւ դա իրականացվում է։ Ղարաբաղյան խնդիր կարգավորման  գործընթացում  մենք պիտի պահենք այն, ինչ ունենք։ Այսինքն՝ քայլ առաջ չարձանագրեցինք, բայց մենք՝ նկատի ունեմ Արցախը, գտնվում է հաղթողի կարգավիճակում,  հասկանում ենք, որ խնդիրը պիտի ունենա խաղաղ կարգավորում, ռազմական ճանապարհը լուծում չէ»։
