Հունվարի 2-5-ը և 7-ը աշխատանքային են լինելու. ԱԺ-ն նախագծին հավանություն տվեց
SOCIETYՀՀ ազգային ժողովի պետաիրավական հարցերի մշտական հանձնաժողովը հավանություն տվեց կառավարության հեղինակած նախագծին, որով առաջարկվում է Ամանորյա տոներին ոչ աշխատանքային օրեր սահմանել միայն դեկտեմբերի 31-ը, հունվարի 1-ը և 6-ը: Հայաստանի Հանրապետության տոների եւ հիշատակի օրերի մասին» Հայաստանի Հանրապետության օրենքում փոփոխություններ կատարելու մասին օրենքի նախագիծն ԱԺ հանձնաժողովի նիստում ներկայացրեց ՀՀ էկոնոմիկայի նախարար Վահան Քերոբյանը:
«Առաջարկում ենք հոդված 1-ը փոփոխել հետևյալ կերպ՝ Ամանոր և Ծննդյան տոներ՝ նշվում են դեկտեմբերի 31-ից հունվարի 1-ը ներառյալ (Ամանոր) եւ հունվարի 6-ը (Սուրբ Ծնունդ եւ Հայտնություն), ոչ աշխատանքային օրեր: Նախագծի ընդունումը պայմանավորված է հունվարի 2-ը, 3-ը, 4-ը, 5-ը և 7-ը աշխատանքային օրեր սահմանելու նպատակահարմարությամբ»,-ասաց Քերոբյանը:
Նախարարը նշեց՝ ներկայում ՀՀ քաղաքացուն տրամադրվող վճարվող ոչ աշխատանքային օրերի թիվը գերազանցում է շատ զարգացած և առավել ևս զարգացող երկրներում առկա վճարվող ոչ աշխատանքային օրերի թվին: Ըստ նրա՝ տոն և հանգստյան օրերը, պայմանավորված ոչ աշխատանքային լինելու հանգամանքով՝ իրենց ազդեցությունն են թողնում ինչպես համախառն ներքին արդյունքի, այնպես էլ տնտեսության հիմնական ոլորտի արտադրանքի, ծառայությունների, թողարկման ծավալների համար, արտահանման և ներմուծման ծավալների, ինչպես նաև տեղական և օտարերկրյա գործընկեր կազմակերպությունների հետ պայմանագրային հարաբերությունների իրականացման վրա: Ըստ նախարարության հաշվարկների՝ հինգ լրացուցչ աշխատանքային օրերի դեպքում համախառն ներքին արդյունքի ծավալը կավելանան 88.6 մլրդ դրամով: Դա ՀՀ-ի համախառն ներքին արդյունքի ավելի քան 1.3 տոկոսն է:
«Հայաստան» խմբակցությունից Աղվան Վարդանյանը հետաքրքրվեց, թե այդ թվերն ինչի՞ վրա են հիմնված, արդյոք 2022-ի հունվարի 1-ից ուժի մեջ է մտնելու և պետություն տեսնելո՞ւ է այդ եկամուտները:
«Ես համարում եմ՝ այդ վիճակում, որ գտնվում է երկիրը, մենք իրավունք չունենք 7-8 օր քեֆ անելու»,-արձագանքեց Քերոբյանը:
Վարդանյանն առաջարկեց անպայման հունվարի 2-ը և հունվարի 7-ը ոչ աշխատանքային դարձնել: «Հայաստան» խմբակցությունից Արամ Վարդևանյանը ևս նույն առաջարկն արեց: Նախարարը խոստացավ անդրադառնալ այդ առաջարկին: «Ամսի 2-ը ավելի հավանական է, որ մենք կդիտարկենք ընդունման համար»,-նշեց Քերոբյանը:
Վարդևանյանն ասաց. «Օրինակ` միջազգային փորձն ուսումնասիրելուց դուք նկատե՞լ եք, որ եվրոպական երկրներում հունվարի 1-ին հաջորդող օրերը ոչ աշխատանքային չէին լինում, բայց դեկտեմբերին էին լինում՝ Սուրբ ծննդյան շղթայական օրերը»:
Նա առաջարկեց, որ անցումային շրջանակում այդ նախագիծը վերաբերվի դեռևս միայն պետական ծառայողներին: Նախագիծը քվեարկությամբ ստացավ 5 կողմ, 4 ձեռնպահ ձայներ՝ այսպիսով` հավանության արժանանալով և ընդգրկվելով լիագումար նիստերի օրակարգ:
