ԱԱԾ-ն նոր հաղորդագրություն տարածեց. տեսանյութ
VIDEOՀՀ ԱԱԾ Շիրակի մարզային վարչության աշխատակիցների կողմից ձեռնարկված օպերատիվ-հետախուզական միջոցառումների արդյունքներով ՀՀ ազգային անվտանգության ծառայության քննչական դեպարտամենտում հարուցված քրեական գործի նախաքննությամբ ձեռք բերված փաստական տվյալներով պարզվել է, որ Գյումրու համայնքապետարանի անշարժ գույքի կառավարման բաժնի պետի տեղակալը, նախնական համաձայնության գալով քաղաքաշինության ու ճարտարապետության բաժնի պետի հետ, Գյումրի համայնքի բնակչի օգտին իրենց լիազորությունների շրջանակներում գործողություններ կատարելու, այն է՝ համայնքապետարանին պատկանող անշարժ գույքերից մեկը նրան նվիրատվության տրամադրելու գործընթացը կազմակերպելու համար, վերջինից պահանջել է խոշոր չափերով՝ 957.560 ՀՀ դրամին համարժեք 2.000 ԱՄՆ դոլար կաշառք, որից 1000 ԱՄՆ դոլարը ստացել են 2021 թվականի հոկտեմբերի 12-ին՝ պայմանավորվածություն ձեռք բերելով մնացած գումարը ստանալ նվիրատվության գործընթացն ավարտելուց հետո:
2021 թվականի հոկտեմբերի 26-ին կաշառքի մնացած մասը՝ 900 ԱՄՆ դոլարը պաշտոնատար անձի կողմից ստանալուց անմիջապես հետո կաշառք տվող և ստացող անձինք բռնվել են Ազգային անվտանգության ծառայության աշխատակիցների կողմից և բերման ենթարկվել ՀՀ ԱԱԾ Շիրակի մարզային վարչություն:
Քրեական գործի նախաքննությամբ պարզվել է նաև, որ Գյումրու համայնքապետարանի անշարժ գույքի կառավարման բաժնի համապատասխան պաշտոնատար անձինք Գյումրի համայնքի մի շարք բնակիչների օգտին ակնհայտ ապօրինի անգործություն դրսևորելու, այն է՝ կատարված ապօրինի շինարարության փաստերը չարձանագրելու, համապատասխան վարչական վարույթներ չնախաձեռնելու համար քաղաքացիներից ստացել են տարբեր չափերի կաշառք գումարներ՝ դրանք բաժանելով խմբի անդամների միջև:
Քննչական խմբի անդամների տակտիկապես համակարգված աշխատանքի արդյունքում քննության սկզբնական փուլում կատարվել են ծավալուն դատավարական գործողություններ, այդ թվում՝ շուրջ մեկ տասնյակ խուզարկություններ, պաշտոնատար անձի անձնական խուզարկությամբ հայտնաբերվել և վերցվել է կաշառքի առարկա գումարը, հանցանքի կատարման մեջ անմիջականորեն ծագած կասկածանքի հիման վրա ձերբակալվել են Գյումրու համայնքապետարանի քաղաքաշինության ու ճարտարապետության բաժնի պետը, անշարժ գույքի կառավարման բաժնի պետի տեղակալը և կաշառք տված քաղաքացին:
Ազգային անվտանգության մարմինները շարունակում են հետևողականորեն ձեռնարկել քրեադատավարական և օպերատիվ-հետախուզական միջոցառումներ կոռուպցիոն հանցապատկերի բոլոր դրվագները բացահայտելու, դրանցում ներգրավված անձանց շրջանակը պարզելու, ինչպես նաև համայնքապետարանի պաշտոնատար անձանց ներգրավմամբ հնարավոր կոռուպցիոն դրսևորումների ռիսկերը չեզոքացնելու ուղղությամբ:
Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով՝ դատարանի՝ օրինական ուժի մեջ մտած դատավճռով:
