Իրավաբան  Ռոբերտ  Հայրապետյանը   ֆեյսբուքյան իր  էջում գրել  է.

Նոյեմբերի 1-ից բաց տարացքներում դիմակ կրելը կրկին կդառնա պարտադիր։
Մի կողմ եմ թողնում այն փաստը, որ աշխարհի գրեթե բոլոր երկրներում բաց տարածքներում դիմակ կրելու պահանջը վերացված է, բայց այնուամենայնիվ օբյեկտիվորեն առաջացած հարցադրում եմ ուզում բարձրաձայնել․
Արդյո՞ք առողջապահության նախարարի աշխատասենյակը զբաղեցնող տիկինը պատկան մարմիններից, օրինակ դատական դեպարտամենտից, փորձել է ճշտել, թե նախորդ պարտդիրության պահանջից հետո քանի վարչական ակտ է բողոքարկվել դատարանում և քանիսն են բավարարվել։
Վստահ եմ՝ չի արել։
Անելու դեպքում կտեսներ, որ բաց տարածքում դիմակ չկրելու հիմքով կազմված վարչական ակտերի դեմ բերված բողոքների մեծամասնությունը բավարարվել է։
Եթե նախորդ սահմանափակման դեպքում են դատարանները բավարարել հայցերը, ապա այս դեպքում դրանք անկասկած բավարարվելու են, որովհետև առնվազն անտրամաբանական են այն բացառությունները, որոնք տիկինը նախատեսել է իր հերթական կիսաիրավական որոշման մեջ։
Հիմա Անահիտը նպատակ ունի վատնելով պետական ռեսուրսը անհարկի ծանրաբեռնել դատարանները, թե՞ «հակահամաճարակային միջոցառում»-ը շարունակում է ընկալել վահագնհովակիմյանական փիլիսոփայության մեջ։
