Ադրբեջանին ամերիկյան ռազմական օգնությունից զրկելու և պատերազմական հանցագործությունների հետաքննության հարցը քննարկվել է ԱՄՆ Սենատում

Հայ դատի Ամերիկայի հանձնախմբի ջանքերով ԱՄՆ Սենատում «ԱՄՆ ազգային պաշտպանական արտոնությունների ակտի» քննարկումների ընթացքում Սենատորներ Ռոբերտ Մենենդեսը և Ալեքս Պադիլան ներկայացրել են օրենսդրական փոփոխությունների երեք առաջարկներ։ Այս մասին հայտնում են ՀՅԴ Բյուրոյի Հայ Դատի Կենտրոնական գրասենյակից։

Դրանցից մեկով նախատեսվում է վերականգնել «Ազատության աջակցության ակտի» 907-րդ հովածի (առավել հայտնի որպես «907-րդ բանաձև») պահանջների կատարումը, որը արգելանք է դնում Ադրբեջանին ամերիկյան ռազմական օժանդակության վրա։ Մյուս երկու նախագծերն ուղղված են Պետդեպարտամենտին և Պաշտպանության դեպարտամենտին՝ պահանջելով տեղեկատվություն տրամադրել «Բայրակթար» անօդաչուներում ամերիկյան տեխնոլոգիաների կիրառման վերաբերյալ՝ այն համատեքստում, որ այդ տեխնոլոգիաների օգտագործումը երրորդ երկրի կողմից արդյո՞ք ամերիկյան օրենսդրության խախտում չէ։ Օրենսդրական փոփոխության երրորդ առաջարկով, որը ներկայացրել է սենատոր Ալեքս Պադիլան,  Պետդեպարտամենտից և Պաշտպանության դեպարտամենտից պահանջվում է համատեղ զեկույց ներկայացնել՝ 2020 թվականի Արցախյան պատերազմի ժամանակ Ադրբեջանի ռազմական հանցագործությունների վերաբերյալ՝ ներառյալ հարձակումների ժամանակ ամերիկյան տեխնոլոգիաների կիրառումը, սպիտակ ֆոսֆորի, կասետային ռումբերի և այլ արգելված զինամթերքի օգտագործումը, ինչպես նաև օտարերկրյա վարձկանների ներգրավումը։

Օրենսդրական փոփոխությունների առաջարկները Սենատի քվեարկությանը կարող են ներկայացվել արդեն հաջորդ շաբաթ։

Հայ դատի Ամերիկայի հանձնախումբը շարունակում է աշխատանքներն Ամերիկյան ռազմական օժանդակության բոլոր տեսակներից Ադրբեջանին զրկելու ուղղությամբ։ Հիշեցնենք, որ ԱՄՆ Կոնգրեսի Ներկայացուցիչների պալատը սեպտեմբերի վերջին կողմ էր քվեարկել այլ օրենսդրական նախաձեռնությունների, որոնք նույնպես ենթադրում են Ադրբեջանին ամերիկյան ռազմական օժանդակության արգելք։ 2021թ․ հուլիսին էլ Ներկայացուցիչների պալատն ընդունել էր իր կոմպետենտության սահմաններում Ադրբեջանին տրամադրվող ամերիկյան ռազմական և ռազմակրթական օժանդակության դադարեցման վերաբերյալ օրենսդրական փոփոխություն։

Սենատում ներկայացված օրենսդրական փոփոխությունների առթիվ Հայ դատի Ամերիկայի հանձնախմբի գործադիր տնօրեն Արամ Համբարյանը նշել է․ «Մենք շնորհակալ ենք սենատորներ Մենենդեսին և Պադիլային` Ադրբեջանին և Թուրքիային պատասխանատվության ենթարկելու հարցում իրենց սկզբունքայնության համար: Մենք աշխատում ենք Վաշինգտոնում և հիսուն նահանգից յուրաքանչյուրում՝ ապահովելու 907-րդ հոդվածի կիրառումը երաշխավորող, ադրբեջանական ռազմական հանցագործությունները հետաքննող, թուրքական անօդաչու թռչող սարքերում հայտնաբերված տեխնոլոգիաների վերաբերյալ հետաքննություն ենթադրող օրենդրական այս փոփոխությունների ընդունումը»:
