ՊՆ բյուջեում մեծ չափի ավելացումներ չեն եղել. Սեյրան Օհանյան

Սպառազինության և ռազմական տեխնիկայի պետական ծրագիրը և դրա շրջանակներում մատակարարումները բոլոր ժամանակահատվածներում էլ եղել են՝ Հայաստանի երեք նախագահների, պաշտպանության նախարարների օրոք: Այս մասին այսօր՝ նոյեմբերի 8-ին, ԱԺ-ում ճեպազրույցում ասաց «Հայաստան» խմբակցության ղեկավար, ՀՀ պաշտպանության նախկին նախարար Սեյրան Օհանյանը՝ պատասխանելով Նիկոլ Փաշինյանի երեկվա հայտարարությանը, որ իր կառավարման օրոք բանակն ինչ ուզել է, ինչի կարիքն ունեցել է, ինչ հարցով դիմել է, իրենք տրամադրել են:
Ս. Օհանյանի խոսքով, հակառակորդի կողմից յուրաքանչյուր սրացում, յուրաքանչյուր սադրանք որոշակի ճշտումներ է մտցրել այդ ծրագրի մեջ. «Հատկապես այնպիսի գործողություններ, ինչպիսին 2016 թվականի ապրիլյան գործողություններն էին, որի ընթացքում մենք այդ ծրագրում փոփոխություններ մտցրեցինք, օրինակ՝ առաջին հերթին զինվորներին մեծ քանկությամբ հանդերձանք, սաղավարտներ, զրահաբաճկոններ, ինչն այս պատերազմի ժամանակ, ինչպես տեսանք, բացակայում էր:
Երկրորդ. ավիացիոն կոմպոնենտի հետ կապված՝ անօդաչու թռչող սարքեր՝ հարվածային, հետախուզական»:
Ս. Օհանյանի խոսքով, այդ ծրագրի մեջ նրանք փոփոխություններ են մտցրել:
«Մնացածը ես տեղյակ չեմ, բայց կարող եմ ասել, որ ավիացիոն կոմպոնենտի զարգացումը միշտ էլ զինված ուժերի կարևորագույն ուղղություններից մեկն է եղել, բայց այն պետք է իրականացվի համահունչ այն բոլոր խնդիրներին, որոնք կան, նաև պետք է համապատասխանի մարտական խնդիրները կատարելու կարողություններին»,- ասաց պաշտպանության նախկին նախարարը:
Սեյրան ՕՊհանյանը նկատեց, որ ՊՆ բյուջեում մեծ չափի ավելացումներ չեն եղել. «Նախկինում միջպետական վարկերը, որոնք հատկացվում են Ռուսաստանի կողմից Հայաստանի Զինված ուժերին, չէին մտնում բյուջեի մեջ: Այսօր այդ միջպետական վարկերն և վարկերն ապահովող գումարները մտնում են ԶՈւ բյուջեի մեջ: Այնքան էլ չեն ավելացրել»,- ասաց Ս. Օհանյանը՝ նշելով, որ բյուջեի ավելացումներն անընդհատ են եղել:
Նա ասաց, որ 2008 թվականին, երբ ընդունել էր պաշտպանության նախարարի պաշտոնը, նախարարության բյուջեն եղել է 110 մլրվ, 2016 թ. հանձնելու ժամանակ միայն 110 մլրդ Զինված ուժերի աշխատավարձի ֆոնդն է եղել:
