Պաշտպանության նախկին փոխնախարար Արտակ Զաքարյանը «Հենարան» մամուլի ակումբում անդրադառնալով Գորիս-Կապան միջպետական ճանապարհի Որոտան- Նոր Առաջաձոր հատվածում Ադրբեջանի կողմից մաքսակետ դնելու իրողությանը ասաց, որ նորությունն իր համար անակնկալ չէր․

«2 օր առաջ, ըստ էության, իբրև թե անակնկալ, բայց շատ սպասվող իրադարձություն տեղի ունեցավ, որի մասին մենք վաղուց ասել էինք, որ հաջորդ քայլերից մեկը լինելու է այն, որ Գորիս- Կապան ճանապարհին, այսինքն՝ Որոտանի ուղղությամբ ադրբեջանցիները դնելու են իրենց մաքսակետը, և այդ գործընթացի առաջին ծիծեռնակն էլ հենց այն է, որ Իրանի Իսլամական Հանրապետության մեքենաներն են արդեն կանգնեցվում և տարբեր պատրվակներով հարկվում կամ գանձվում նրանց տարանցիկ ծառայությունները։ Իսկ ո՞վ է որոշել, որ դա պետք է իրականացնի հենց Ադրբեջանը, որտեղ է որոշվել, որ ինչ-որ անհայտ քարտեզներով, որտե՞ղ է որոշվել, որ ինչ-որ քարտեզներով անհայտ դա ադրբեջանական տարածք է, այնինչ վարչապետ կոչվածը մի քանի անգամ կառավարության նիստում դա ներկայացնում էր որպես Ադրբեջանի տարածք։ Եթե չկա սահմանազատում, եթե չի արվել սահմանանշում, եթե չկա համապատասխան աշխատանքային խմբի եզրահանգումները, համաձայնությունները, ստորագրված փաստաթղթերը, կառավարություններին արվող առաջարկությունները, դրա հիման վրա կառավարությունների, պետությունների ղեկավարների կողմից ստորագրված փաստաթղթերը, Ազգային ժողովի կողմից վավերացված փաստաթղթեր, հանրային քննարկումներ․․․, ո՞վ է որոշել, որ հենց ադրբեջանցիներինն է այդ տարածքը, և իրենք արդեն այնտեղ պետք է իրականացնեն իրենց երկրի օրենսդրությանը համապատասխան մաքսային հսկումներ կամ մաքսային բացթողումներ։ Սա պետության նկատմամբ հանցագործություն է, որն իրականացվում է բացահայտ՝ խաբելով հասարակությանը, շեղելով հասարակության ուշադրությունը տարբեր անէական, կեղծ, շինծու խնդիրների վրա։ Արդյունքում Սյունիքը, որը Արցախից հետո եղել է Հայաստանի Հանրապետության ռազմավարական նշանակության կարևորագույն խաղաքարտը և կարևորագույն, առանցքային խնդիրը Հայաստան պետության գոյության համար, հայ ժողովրդի անվտանգության համար, տնտեսական, պարենային, կոմունիկացիոն, ֆիզիկական անվտանգության ապահովման, էներգետիկ անվտանգության ապահովման երաշխիքներից մեկը Նիկոլը առանց խղճի խայթի հանձնում է»,- ասաց Զաքարյանը՝ նշելով պատճառները, թե ինչու է Փաշինյանն անընդհատ հանձնում․

«Հանձնում է, որովհետև Ա) կամ այդպիսի խնդիր է դրված իր առաջ այն ուժերի կողմից, որոնք իրեն բերել են իշխանության, կամ Բ)  չունի բավարար գիտելիքներ, և կապիտուլյացիան ստորագրելուց հետո չունի նաև քաղաքական կշիռ, հեղինակություն, որպեսզի կարողանա պաշտպանել իրեն ընտրած ժողովրդին, իրեն ընտրած ժողովրդի որոշակի հատվածին, մի շարք բնակավայրեր այդ տարածքում՝ ճանապարհամերձ հատվածներում, հայտնվելու են շրջափակման կամ կիսաշրջափակման մեջ, հայտնվելու են աքցանների մեջ»։
