ՀՀ մարդու իրավունքների պաշտպանը ֆեյսբուքյան իր էջում հրապարակում է արել ադրբեջանցիների կողմից Գորիս–Կապան ճանապարհին մաքսային վերահսկողություն սահմանելուց հետո ստեղծված իրավիճակի մասին և ներկայացրել տեսանյութ։ Գրառումը՝ ստորև։

«Այն բանից հետո, երբ երեկ մենք հրապարակեցինք փաստեր, որ Գորիս-Կապան ճանապարհին ադրբեջանական, այսպես կոչված, սահմանային ու մաքսային վերահսկողությունն անօրինական է և որ այդ պատճառով Սյունիքում առաջ են եկել մարդու իրավունքների ոտնահարումներ և հումանիտար լրջագույն խնդիրներ, որոշ լրատվամիջոցներում այսօր արվել են արհեստական հրահրված տարբեր հրապարակումներ, թե իբր ՀՀ մարդու իրավունքների պաշտպանի փաստերը, որ Գորիսի Բարձրավան, Շուռնուխ և Որոտան գյուղերի միջև կապն էականորեն դժվարացել է, իրականությանը չեն համապատասխանում:

Ուստի, մեր միջազգային գործընկերներին մոլորեցումից պաշտպանելու, ինչպես նաև այդ մոլորեցնող հրահրումները կանխելու համար հրապարակում եմ Մարդու իրավունքների պաշտպանի աշխատակազմի կողմից անմիջականորեն ձեռք բերված օբյեկտիվ ապացույցներից մեկի ընդամենը մի մասը՝ կարճ տեսանյութ (Խոտ բնակավայրից վերը նշված բնակավայրերը տանող ճանապարհի հատված): Այն ցույց է տալիս, թե ինչպես է դժվարացել ՀՀ բնակչության և հատկապես նշված գյուղերի բնակիչների ազատ տեղաշարժը, ու մարդիկ կանգնել են հումանիտար, այդ թվում՝ արտաքին աշխարհից մի քանի բնակավայրի մեկուսացման խնդիրների առաջ: Խաթարվել է մարդկանց բնականոն կյանքը, ադրբեջանական զինված ծառայողների պատճառով առաջ են եկել մարդկանց կյանքի իրավունքի ու անվտանգության սպառնալիքներ:

Ուստի, այս հրապարակումը (տեսանյութ-ապացույցը) ևս մեկ անգամ հաստատում է, որ ադրբեջանական, այսպես կոչված, մաքսային կամ սահմանային վերահսկողությունը Գորիս-Կապան ճանապարհին չունի իրավական որևէ հիմք: Սյունիքի համայնքների միջև ճանապարհներին նրանց տեղակայումներն, առհասարակ, կոպտորեն ոտնահարում են մարդու իրավունքների միջազգային պահանջները:

Հ.Գ. Տեղական մարմինները, ինչպես նաև Սահմանապահ զորքերի ծառայողները տեղերում զգալի միջոցներ են գործադրում մարդկանց օգնելու համար, ինչի մասին երեկ հատուկ մենք հայտարարել էինք, բայց Մարդու իրավունքների պաշտպանի այդ ու այս հայտարարությունների նպատակային նշանակությունը բոլորովին այլ է»:
